China's rise as a major power constitutes one of the most significant strategic events of the post-Cold War period. This development has many policymakers, strategists, and scholars focusing growing attention on the determinants of Chinese behavior in the national security realm. Of particular interest are the behavior and outlook of the Chinese military, viewed by many as an increasingly important player in a host of policy arenas, both domestic and external. The report, the first effort ever to provide a comprehensive picture of the Chinese national security policy process, describes and analyzes the leadership, structures, and interactions governing the formulation and implementation of China's national security strategy and resulting foreign and defense policies, with particular attention to the role of the Chinese military. The report focuses on the military's ties to four subarenas--national strategic objectives, foreign policy, defense policy, and military and civilian research, analysis, and intelligence. The author concludes that under certain conditions future military involvement in each of these subarenas could increase dramatically.

Examines the institutions that are significant in formulating national security policy: the Presidency, the National Security Council, the Department of State, the Department of Defense, the Intelligence Community, and the Congress. Goes on to review the processes from which major aspects of our national security policy emerge. Analyzes three issues: the constitutionally-mandated conflict between the executive and Congress; 'military reform'; and what is the 'national interest' and how does national security policy address its attainment?

"After our examination of the new strategic environment of the next quarter century (Phase I) and of a strategy to address it (Phase II), this Commission concludes that significant changes must be made in the structures and processes of the U.S. national security apparatus. Our institutional base is in decline and must be rebuilt. Otherwise, the United States risks losing its global influence and critical leadership role. We offer recommendations for organizational change in five key areas: ensuring the security of the American homeland; recapitalizing America's strengths in science and education; redesigning key institutions of the Executive Branch; overhauling the U.S. government's military and civilian personnel systems; and reorganizing Congress's role in national security affairs"--Page xiii.

Making Strategy written by Dennis M. Drew and has been published by this book supported file pdf, txt, epub, kindle and other format this book has been release on 2002-04 with National security categories.

National secuirty strategy is a vast subject involving a daunting array of interrelated subelements woven in intricate, sometimes vague, and ever-changing patterns. Its processes are often irregular and confusing and are always based on difficult decisions laden with serious risks. In short, it is a subject understood by few and confusing to most. It is, at the same time, a subject of overwhelming importance to the fate of the United States and civilization itself. Col. Dennis M. Drew and Dr. Donald M. Snow have done a considerable service by drawing together many of the diverse threads of national security strategy into a coherent whole. They consider political and military strategy elements as part of a larger decisionmaking process influenced by economic, technological, cultural, and historical factors. I know of no other recent volume that addresses the entire national security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. Although the title suggests that this is an introductory volume - and it is - I am convinced that experienced practitioners in the field of national security strategy would benefit greatly from a close examination of this excellent book. Beliefs about security are based on threat perceptions in the environment. Assessing security is a cognitive process based on the repertoire of beliefs that make up a person’s subjective view of reality. The issue of security can, therefore be considered in political, societal, and economic terms. Changing security beliefs are based on global trajectories and the realignment of transnational environments. For the last two decades, the international community has been concerned by the emergence of non-state actors waging war against the state in ways hitherto unknown in conventional warfare. Widespread transnational terrorism and other anti-national movements have spurred the need to reconcile national security concepts and perspectives, in order to enable domestic development, growth and harmony. India has been a victim of various kinds of security threats, both internal and external. The United States of America has also faced major security threats, which reached new proportions with the terrorist attacks of 9/11. In strategic terms, international cooperation is vital to fight terrorism. India and the USA, being among the world’s largest democracies with strong federal structures, have great potential to work together and collaborate effectively to combat such threats. With these considerations in mind, the CPPR-Centre for Strategic Studies decided to conduct its first international conference on ‘’National Security Management in Federal Structures: Perspectives from India and the United States.’’ The focus was on the federal framework of the two countries and the best way forward to tackle security issues in the emerging political and economic scenarios at the federal level. The themes and deliberations of this conference highlighted the significance of national security in federal structures. The participants examined current Indo-US policies and threw light on new security dimensions, both from an academic as well as a practitioner’s perspective. This book is a compilation of the resource proceedings of the Conference which has been contributed by eminent strategists, academicians, policy makers etc.

This collection of essays considers the evolution of American institutions and processes for forming and implementing US national security policy, and offers diverse policy prescriptions for reform to confront an evolving and uncertain security environment. Twelve renowned scholars and practitioners of US national security policy take up the question of whether the national security institutions we have are the ones we need to confront an uncertain future. Topics include a characterization of future threats to national security, organizational structure and leadership of national security bureaucracies, the role of the US Congress in national security policy making and oversight, and the importance of strategic planning within the national security enterprise. The book concludes with concrete recommendations for policy makers, most of which can be accomplished under the existing and enduring National Security Act. This book will be of much interest to students of US national security, US foreign policy, Cold War studies, public policy and IR in general.
