Featuring an original introduction by the editors, this important collection of essays explores the main issues surrounding the regulation of the environment. The expert contributors illustrate that regulating the environment in the UK is conceptually complex, involves a diverse range of institutions, techniques and methodologies and crosses geographical and national boundaries. In the USA it is more formalised, juridical, adversarial and formally dependent upon legal rules. The articles highlight the fact that despite differences in the UK and the USA's regulatory styles, environmental regulation today has much in common with both traditions.

The first historical study of export control regulations as a tool for the sharing and withholding of knowledge. In this groundbreaking book, Mario Daniels and John Krige set out to show the enormous political relevance that export control regulations have had for American debates about national security, foreign policy, and trade policy since 1945. Indeed, they argue that from the 1940s to today the issue of how to control the transnational movement of information has been central to the thinking and actions of the guardians of the American national security state. The expansion of control over knowledge and know-how is apparent from the increasingly systematic inclusion of universities and research institutions into a system that in the 1950s and 1960s mainly targeted business activities. As this book vividly reveals, classification was not the only—and not even the most important—regulatory instrument that came into being in the postwar era.

This book explores the discourse of regulatory crisis in the UK and examines why, despite the increasing contestation of the principles underpinning the regulatory state, its institutions and practices continue to be firmly embedded within the governance of the British state. It considers its implications for our understanding of the contemporary nature of the British state, and to the study of regulation which is no longer confined to the domain of low politics, populated by technocrats, but is scrutinised by elected politicians, and the subject of the front pages rather than the financial pages. The author sets the British regulatory tradition in a wider context, both spatially, in terms of the challenges presented by Europeanisation, and temporally, critically analysing the process of crisis construction in the narratives of neoliberalism and participatory democracy in the contemporary era.

Based on the premise that effective government interventions for environmental protection require public support, this research contributes to the growing literature on the determinants of citizen attitudes towards environmental legislation based on fines, incentives or taxation. Our main proposition is that the level of support for these policies is influenced by national culture. In the first study, the research replicates and expands on previous findings, demonstrating significant diversity in policy support among individuals, and highlighting the tendency for citizens from individualistic cultures to favor environmental policies based on incentives. The second study employs Hofstede's model to identify specific cultural traits associated with support for soft versus hard environmental regulations in European countries. The analysis shows that some countries, such as Sweden, have a clear preference for a particular type of environmental regulation, while others, such as France, have mixed profiles. Overall, the findings suggest that environmental policies are more likely to gain support if they are tailored to the characteristics of national culture.

This book takes a comparative perspective of practice in the European Union, North America, Japan and Australasia, arguing that existing legal reforms to promote sustainable development are unlikely to be successful unless environmental policy can be diffused and embedded in the financial services sector. This sector plays a crucial role in creating the financial conditions that allow much economic development to proceed. Financial markets are already highly regulated in pursuance of various public policy objectives, and there is scope to adapt existing regulation to incorporate environmental aspects into the financial services sector. In terms of specific reforms, the book focuses on the role of corporate environmental reporting, economic instruments and liability rules to provide a proper context for engaging financial organisations with the environment, as well as reforms to the system of prudential regulation that currently governs this sector. Beyond the focus on the financial services sector, the book raises complex questions regarding the relationship between the state and market institutions in environmental policy, and will appeal to scholars from a wide range of disciplines interested in problems of environmental governance.
