Drawing on lessons from post-communist Europe, this book provides a summary of the practical wisdom learned in the management of ethnic conflicts from the Balkans to Chechnya. Grounded in empirical - mostly comparative - research, the essays go beyond theoretical postulates and normative ideals and acknowledge the considerable experience that exists within the post-communist world on ethnic conflict, nation and state building. What does the post-communist experience have in common with other nationalisms and nation-related conflicts, and what, if anything, is unique about it? This book, written by academics with experience as policy advisors, is strongly policy-oriented. The primordial type hypotheses of ethnic social capital and ancient hatreds are tested on the basis of public opinion surveys on nationalism and ethnic cohabitation in various countries in east-central Europe. Eastern Europe has become an ideological battleground since the collapse of the Soviet Union, with liberals and authoritarians struggling to seize the ground lost by Marxism. In Fantasies of Salvation, Vladimir Tismaneanu traces the intellectual history of this struggle and warns that authoritarian nationalists pose a serious threat to democratic forces. A leading observer of the often baffling world of post-Communist Europe, Tismaneanu shows that extreme nationalistic and authoritarian thought has been influential in Eastern Europe for much of this century, while liberalism has only shallow historical roots. Despite democratic successes in places such as the Czech Republic and Poland, he argues, it would be a mistake for the West to assume that liberalism will always triumph. He backs this argument by showing how nationalist intellectuals have encouraged ethnic hatred in such countries as Russia, Romania, and the former Yugoslavia by reviving patriotic myths of heroes, scapegoats, and historical injustices. And he shows how enthusiastically these myths have been welcomed by people desperate for some form of "salvation" from political and economic uncertainty. On a theoretical level, Tismaneanu challenges the common ideas that the ideological struggle is between "right" and "left" or between "nationalists" and "internationalists." Really Existing Nationalisms challenges the conventional view that Marx and Engels lacked the theoretical resources needed to understand nationalism. It argues that the two thinkers had a much better explanatory grasp of national phenomena than is usually supposed, and that the reasoning behind their policy towards specific national movements was often subtle and sensitive to the ethical issues at stake. Instead of offering an insular 'Marxian' account of nationalism, the book identifies arguments in Marx and Engels' writings that can help us to think more clearly about national identity and conflict today. These arguments are located in a distinctive theory of politics, which enabled the authors to analyse the relations between nationalism and other social movements and to discriminate between democratic, outward-looking national programmes and authoritarian, ethnocentric nationalism. Erica Benner suggest that this approach improves on accounts which stress the `independent' force of nationality over other concerns, and on those that fail to analyse the complex motives of nationalist actors. She concludes by criticising these 'methodological nationalist' assumptions and 'post-nationalist' views about the future role of nationalism, showing how some of Marx and Engels' arguments can yield a better understanding of the national movements that have emerged in the wake of 'really existing socialism'.
