There has been a continuing debate over the effect of the Soviet ethnic nationalities on the Red Army and Navy for many years. Recent disturbances, reported in far more detail than ever before under the impact of glasnost, have accentuated the problems. Perestroika, or restructuring, is being applied with tremendous pressure by General Secretary Mikail Gorbachev to all facets of Soviet society and government, including the military. This study examines the problems, their basis, their effect on the Soviet military, and the impact of perestroika on them. The roots of the nationalities problems lie in Tsarist Russian before the Revolution, and, despite their propaganda to the contrary, the Communists have not been able to solve them; in fact, their policies have probably exacerbated them. Today, the rate of growth of the non- Slavic people of the Soviet Union, primarily the Muslims, is far greater than that of the Slavs, and it is projected that they will soon be the majority. The military, through the conscription system and carefully controlled ethnic mixing, are attempting to carry out their tasking to be the instructors to the nation and to produce the 'new Soviet man', but they reflect the same problems as the country as a whole.

This thesis examines Soviet ethnic and national problems resulting from the gradual demographic shifts presently underway. It considers the impact of the shift from a Russian majority in a Russian dominated society, to the Russians becoming only one large minority group among many. The tensions that will increasingly strain the Soviet system as a result of the demographic changes and the complex problems with which the new Kremlin leadership must deal are discussed in relation to Soviet foreign policy. A major problem of the coming decades will be how the leadership attempts to resolve these changes. The nationality probelms of the Soviet Union may not intrinsically be momentous, but are curcial for their potentially exacerbating effects on Soviet foreign policy. (Author).

This study examines the determinants and character of German policies toward the Soviet non-Russian nationalities and their effects on the Soviet and German war efforts and on the nationalities themselves. Particular emphasis is placed on the analysis of the nature and magnitude of military collaboration with the Germans by the non-Russian nationalities, in an attempt to examine the military exploitability of the political warfare opportunities that presented themselves. Section II outlines the attitudes toward the Soviet nationalities prevalent among the Nazi leadership and the role envisaged for them in a postwar German-dominated Europe, and juxtaposes them on the views of German officials who did not share Nazi dogma and advocated a more pragmatic approach. German policies in the occupied non-Russian territories and their implications are examined in Sec. III. Section IV describes the different types and degrees of military collaboration with the Germans. The main conclusions are summarized in Sec. V.
