Russia’s war against Ukraine has grave consequences in several political categories. Katharina Nötzold explores whether and how mass media can contribute to nation-building after civil war. Drawing on the example of Lebanon’s audiovisual media organisations, which are mostly privately owned by politicians, she demonstrates how political elites use television to transmit their visions of post-war society. Lebanon’s nation-building process from 1990 to 2005 was characterized by Syrian dominance over political life. From an extensive content analysis of Lebanese news and interviews with analysts, journalists and managers from all Lebanese TV stations, it emerges that political information on television focused more on divisive experiences than cohesive ones. This has underpinned continued sectarianism in Lebanon, in the media as in society at large, and has impeded nationbuilding.

The study is the result of an international collaborative project supported and funded by the Carnegie Corporation of New York. This multi-year venture has involved a research team of some forty chapter authors and commentators. The research has been accompanied by three major workshops on project methodology, initial chapter reviews and final discussions. A point was made of including both scholars and practitioners involved in power-sharing settlements in the review process, in the hope that more would be learned about the actual implementation of the settlements under investigation. The project team was united in its wish to explore whether long-standing secessionist conflicts have been addressed effectively through the significant number of self-determination settlements that were generated in response to the wave of internal conflicts of the 1990s. It was also committed to testing whether consociationalist and integrative techniques of conflict settlement really are as mutually exclusive as is sometimes supposed, or whether they can in fact be mutually reinforcing. Finally, the project derives its impetus from the necessity to critically rethink the doctrine of self-determination. One may question whether its traditional, restrictive interpretation will be adequate in confronting the wide variety of future challenges to the territorial integrity of states.

In this comparative study of Muslim nation-building and the so-called 'ethnic conflicts' the author reveals stunning parallels between the collapse of Tito's Yugoslavia and the ethno-national separation of colonial India. In both cases Muslims ended up in a nation state of their own without the majority of them wanting one. There were no mass movements that demanded a new 'homeland', which contradicts modernisation-theory approaches of nationalism. Wieland digs below the surface and sketches historic developments that triggered the construction and instrumentalisation of 'ethnic groups' in both cases. He concludes that the term ethnicity has lost its academic value because it suffers from inconsistencies and strong political implications. 'Ethnicity' is not an existing group of people but a concept of action and political resource detached from any historic context. The 'ethnocentre' varies. In both the Yugoslavian and the Indian case it was religion around which secondary features were added as contrast boosters. Bosnia and Pakistan were founded under the strong influence of political elites and external political actors, like the colonial power or the international community, who themselves through within the ethno-national paradigm and acted accordingly. This helped to create Muslim nation states despite considerable contradictions between the political action group and the 'ethnic group' they claimed to represent. While delivering convincing facts and new perspectives, this book is a passionate appeal for the deconstruction of 'ethnic' camps.
