How do once bitter enemies move beyond entrenched rivalry at the diplomatic level? In one of the first attempts to apply practice theory to the study of International Relations, Vincent Pouliot builds on Pierre Bourdieu's sociology to devise a theory of practice of security communities and applies it to post-Cold War security relations between NATO and Russia. Based on dozens of interviews and a thorough analysis of recent history, Pouliot demonstrates that diplomacy has become a normal, though not a self-evident, practice between the two former enemies. He argues that this limited pacification is due to the intense symbolic power struggles that have plagued the relationship ever since NATO began its process of enlargement at the geographical and functional levels. So long as Russia and NATO do not cast each other in the roles that they actually play together, security community development is bound to remain limited.

"Because of both history and geography, the Finnish relationship with Russia is unique in Europe. At the same time the Finnish perception of Russia as a source of security challenges is acute. Finland is engaged in a debate over whether it would be desirable to seek membership of NATO in order to mitigate these challenges. A full and frank debate has been difficult because it is constrained by a range of political and societal taboos; nevertheless there are indicators that a move toward NATO is not impossible in the foreseeable future. If Finland were to opt for joining NATO, this would register in Russian defence and security thinking as a serious concern. Unlike the Baltic accession in 2004, the response from the newly assertive Russia could potentially be swift and damaging. This would also have implications for Russian relations with the EU, of which Finland has been a member since 1995. Many in Finland see the EU as a security provider, and there is confusion in the national debate between EU or Nordic security policy cooperation and an actual defensive alliance. Finland's NATO argument is a complex and multi-faceted one, made even more so by regional and cultural specifics; but it needs to be understood because its result could have a major impact on Russia's relationships with both NATO and the EU."--Page i.

The Kremlin has sought to establish an exclusive Russian sphere of influence in the nations lying between Russia and the EU, from Georgia in 2008 to Ukraine in 2014 and Belarus in 2020. It has extended its control by means of military intervention, territorial annexation, economic pressure and covert activities. Moscow seeks to justify this behavior by referring to an alleged threat from NATO and the Alliance’s eastward enlargement. In May 1997, NATO concluded a Founding Act with the Russian Federation. Then, following the September 11, 2001, terrorist attacks in the United States, NATO and the Russian Federation agreed to create a NATO-Russia Council (NRC), "where NATO member states and Russia will work as equal partners in areas of common interest." This report does not review in detail the record of the NATO-Russia Council. Rather, it points to some additional areas in which the members of the NATO-Russia Working Group believe the NRC can usefully become engaged. Whether the time has arrived for redefining Russia's relations with NATO-or within NATO is the key point of this report. This matter has two dimensions: the fulfillment of a 20th-century security agenda to ensure that the last century's European tragedy will "never again" be visited and a new agenda for the 21st century, typified by three concerns: terrorism, the spread of weapons of mass destruction, and security for the broader Middle East. These two agendas include * Russia's greater and more-integrated participation in security, political, economic, and other arrangements for the great ongoing experiment in determining future security in Europe and beyond * Russia's role in the development of Western policy and practice in areas beyond Europe, especially in the Middle East, Central Asia, and the Transcaucasus. In short, the next phase of NATO-Russia relations should focus on Russia's greater engagement as a partner and a participant.

Relations between Russia and NATO--not the enlargement of NATO--is the main issue in European security. A Treaty on Cooperation or a Mutual Security Treaty are the most realistic options for legally binding arrangements between NATO and Russia. Either treaty would require Russia and NATO to agree, inter alia, to neither station forces in border territories nor use military threats against any neighboring states, to continue the de-nuclearization process, and update arms control treaties. The institutionalization of security cooperation between NATO and Russia requires the creation of an architecture for permanent coordination of foreign and military policies. Russian political participation at the annual NATO summits, involvement in NATO ministerial committees, and the establishment of liaison missions at the military headquarters of both sides would facilitate cooperation.
