For three decades after the Cold War, NATO member states no longer faced a major threat, and focussed on out-of-area operations. They took the opportunity to reduce defence spending and foster their own national defence industries; interoperability was limited to air and maritime missions on a small scale. The 2014 Russian annexation of Crimea and war by proxy in eastern Donbass was a wake-up call, while China’s creeping seizure and fortification of islands in the South China Sea, as well as its relentless acquisition of Western technologies, similarly alerted the Western leadership to a less benign strategic environment. But the real shift occurred in 2022. China and Russia not only announced their ‘unlimited friendship’, but made clear their intention to reduce American hegemony by breaking up the NATO alliance and its Pacific equivalents. This volume is the first account of the challenges and solutions for so-called strategic integration in this coercive global situation. The contributors show, thematically and through selected national case-studies, how strategic integration and interoperability are conceived, debated, problematised and resolved. The chapters are written with specific reference to the illegal Russian invasion of Ukraine, which has galvanised a new era of integration and alliance cooperation within NATO.

The Russian Invasion of Ukraine and Implications for the Central Region addresses national security threats and strategic opportunities for the United States and its allies in the Middle East and Central Asia following Russia’s invasion of Ukraine. Recognizing that integrated deterrence is not constrained by geography or domain, this book focuses on the complex threats and challenges confronting U.S. national security and foreign policy in a post-Ukraine invasion environment. That is to say, what happens in Ukraine does not stay in Ukraine. It affects everyone from the region to the cyberspace domain to people on the other side of the world, due to changes in commodity prices. Specifically, this volume explores how revised analyses of Russia may alter U.S. and allied strategies in a shifting international system and within the framing of strategic competition. Experts in this volume examine how the war in Ukraine will influence Russian strategy and foreign policy in the Middle East, Central Asia, and globally; what effect the Ukraine invasion could have on global and regional geopolitics and geoeconomics; and the United States’ ability to protect national interests in the Central Region. After military maneuvers near the borders, Moscow started a full-scale invasion of Ukraine on 24 February 2022. Before that, it has denied such an intent. It had been accusing Kiev of escalating the situation in the Donbas and the West of encouraging Ukraine to do so by taking sides in a biased manner. In mid-December 2021, it made clear in two draft treaties what it is after, namely preventing a further expansion of NATO to the east and obtaining binding assurances to this end. In doing so, it is invoking the NATO-Russia agreements of the 1990s. Moscow voiced fears that Ukraine's accession to NATO in particular would endanger Russia's security and the strategic balance with the US. The US and NATO had signaled a willingness to engage in dialogue on arms control issues, but they were not prepared to revise the principles of the European security order. Obviously, Moscow did not accept this and resorted to the use of force. It ignored the chance to embark on a new dialogue as an opportunity to de-escalate the situation and restore military predictability through arms control without abandoning principles.

NATO’s 2010 Strategic Concept officially broadened the alliance’s mission beyond collective defense, reflecting a peaceful Europe and changes in alliance activities. NATO had become an international security facilitator, a crisis-manager even outside Europe, and a liberal democratic club as much as a mutual-defense organization. However, Russia’s re-entry into great power politics has changed NATO’s strategic calculus. Russia’s aggressive annexation of Crimea in 2014 and its ongoing military support for Ukrainian separatists dramatically altered the strategic environment and called into question the liberal European security order. States bordering Russia, many of which are now NATO members, are worried, and the alliance is divided over assessments of Russia’s behavior. Against the backdrop of Russia’s new assertiveness, an international group of scholars examines a broad range of issues in the interest of not only explaining recent alliance developments but also making recommendations about critical choices confronting the NATO allies. While a renewed emphasis on collective defense is clearly a priority, this volume’s contributors caution against an overcorrection, which would leave the alliance too inwardly focused, play into Russia’s hand, and exacerbate regional fault lines always just below the surface at NATO. Since the end of the Cold War, the North Atlantic Treaty Alliance has grown substantially from its pre-1990 boundary between the two Germanys to encompass 15 new members with its border pressing eastward toward the former Soviet states and up to Russia proper. At the same time, East-West relations have sunk from a high point in the 1990s to a new low unseen since the Cold War culminating in Russia’s invasion of Ukraine in 2022. Top-ranking officials on both sides of the Atlantic cautioned successive U.S. administrations against heedlessly seeking to admit new members into NATO for fear that it could, as Russian leaders repeatedly warned it would, create mistrust among Russia and its allies and consign Europe once more to a posture of conflict. NATO’s history with Russia and its predecessor state, the concerns of past officials with alliance enlargement, and the consistent and open suspicion of NATO in Russia serve to illuminate the current conflict in Ukraine and lingering security issues in Europe. Consequently, it calls into question past decisions surrounding NATO, gives weight to the current debate around the Ukraine war, and lends perspective regarding the best framework of European security going forward.
