NATO’s 2010 Strategic Concept officially broadened the alliance’s mission beyond collective defense, reflecting a peaceful Europe and changes in alliance activities. NATO had become an international security facilitator, a crisis-manager even outside Europe, and a liberal democratic club as much as a mutual-defense organization. However, Russia’s re-entry into great power politics has changed NATO’s strategic calculus. Russia’s aggressive annexation of Crimea in 2014 and its ongoing military support for Ukrainian separatists dramatically altered the strategic environment and called into question the liberal European security order. States bordering Russia, many of which are now NATO members, are worried, and the alliance is divided over assessments of Russia’s behavior. Against the backdrop of Russia’s new assertiveness, an international group of scholars examines a broad range of issues in the interest of not only explaining recent alliance developments but also making recommendations about critical choices confronting the NATO allies. While a renewed emphasis on collective defense is clearly a priority, this volume’s contributors caution against an overcorrection, which would leave the alliance too inwardly focused, play into Russia’s hand, and exacerbate regional fault lines always just below the surface at NATO. This volume places rapid-fire events in theoretical perspective and will be useful to foreign policy students, scholars, and practitioners alike.

Immediately after the revolutions of 1989-1990, Central Europeans announced their desire to "return to Europe." In policy terms this meant that Central Europeans wanted to join the European Union (EU) and NATO. NATO's initial response was to extend its "hand of friendship" at the London Summit in July 1990 and to establish the North Atlantic Cooperation Council (NACC) at the Rome Summit in November 1991. As 1992 opened, not only did the former Soviet Union (and Yugoslavia) disintegrate, but after the June 1992 Czech and Slovak Federated Republic (CSFR) elections, Czech and Slovak leaders decided to conclude a "Velvet Divorce" on 1 January 1993. Despite the fact that the majority of Czechs and Slovaks in both regions opposed separation, no referendum was convened. Since 1993, both CSFR successor states-the Czech Republic and Slovakia-have continued to pursue EU and NATO membership. After the January 1994 Brussels Summit announced Partnership For Peace (PFP), Slovakia became one of the more active of the 27 Partners in the program. In September 1995 Slovakia was briefed by NATO on The Study on NATO Enlargement. When the December 1995 North Atlantic Council (NAC) session invited those Partners interested in NATO membership to engage in enhanced 16+1 dialogues, Slovakia responded affirmatively-participating in three rounds of discussions during 1996-concluding that it wanted to join NATO.

The central aims of the book is to present, in the form of a collection of papers, a variety of views on NATO from member states “formerly known as new”, and to assess in this context the prospects for NATO enlargement. Analyzing changes in the role and place of NATO, European integration, and Franco-American relations in foreign policy discourse under Presidents Jacques Chirac and Nicolas Sarkozy, this book provides an original perspective on French foreign policy and its identity construction. The book employs a novel research design for the analysis of foreign policies, which can be used beyond the case of France, by combining the discourse theory of the Essex School with Interpretive Policy Analysis to examine political ideas and how they are organized into a foreign policy identity. On these grounds, the volume undertakes a comparative analysis of parliamentary and executive discourse of President Chirac’s failed attempt at NATO reintegration in the 1990s, Sarkozy’s successful attempt in the 2000s, and the Libyan War. Ostermann depicts French foreign policy and identity as turning away from the European Union, atlanticizing, and losing its American nemesis. As a result, France uses a much more pragmatic, de-unionized, and pro-American strategy to implement foreign policy objectives than before. Offering a new and innovative explanation for a major change in French foreign policy and grand strategy, this book will be of great interest to scholars of NATO, European defense cooperation, and foreign policy.
