The North Atlantic Treaty Organization (NATO) is the world’s largest, most powerful military alliance. Since the end of the Cold War, NATO has undergone a major process of adaptation and change. One of the key elements of this transformation has been the development of a new Eastern agenda. The centerpiece of this new agenda has been NATO's eastward enlargement. The Prague summit in November 2002 opened a new stage in NATO's approach to the East. At the summit, the NATO Heads of State and Governments agreed to extend membership invitations to seven countries-Bulgaria, Estonia, Latvia, Lithuania, Romania, Slovakia, and Slovenia. In inviting these new countries to join the Alliance, the NATO Heads of State and Government took a major step toward overcoming the division of Europe and creating a "Europe whole and free." However, NATO's Eastern agenda is by no means finished. It has simply been transformed. In the wake of the Prague summit, NATO still faces a number of critical challenges in the East.

Despite momentous change, NATO remains a crucial safeguard of security and peace. Today’s North Atlantic Treaty Organization, with nearly thirty members and a global reach, differs strikingly from the alliance of twelve created in 1949 to “keep the Americans in, the Russians out, and the Germans down.” These differences are not simply the result of the Cold War’s end, 9/11, or recent twenty-first-century developments but represent a more general pattern of adaptability first seen in the incorporation of Germany as a full member of the alliance in the early 1950s. In response to the shifting landscape of international politics, the most current TPQ issue focuses on "NATO's Changing Priorities." We present thirteen insightful essays for our Summer 2022 edition from prominent figures in academia, journalism, and nongovernmental organizations. Ten of these articles address the changing priorities of NATO in more general terms, while three others take this phenomenon in light of the effects of the most recent Russian invasion of Ukraine. Several significant new difficulties for the global order emerged in the wake of the Russian invasion. NATO has proposed a new Strategic Concept, which was emphasized at its most recent Summit in Madrid, in response to these fresh concerns. Carmen Romero provides an exciting overview of the recent Strategic Concept outlined by NATO in its Madrid Summit. She correctly draws attention to the novelty of this novel idea in light of the circumstances surrounding its revelation. Additionally, she thinks that the important choices made at the Summit will guarantee that NATO keeps adapting and protecting its members in an increasingly dangerous and competitive world. An overview of these choices is given in this article within the framework of the Alliance's increasingly erratic security environment. E. Fuat Keyman highlights that the NATO summit in Madrid was significant and essential, but it wasn't enough. To support his claim, he thoroughly examines NATO's new strategic concept, its crucial significance, its transformational impact, and the six obstacles it confronts. As NATO today finds itself in a period of strategic rivalry, in his opinion, the organization's most recent Strategic Concept reflects a very different threat environment. It acknowledges for the first time that the Euro-Atlantic region is "not at peace," but instead that strategic rivalry and general instability threaten regional security. Ahmet O. Evin offers a careful method that considers contextual circumstances. According to him, NATO now looks to be taking on the role of a champion for both the liberal order and the shared principles of the transatlantic Alliance. Moreover, he also focuses on the longer-term effects of the shifting dynamics in international events on ordinary individuals by saying that unhappiness brought on by the stagnant economy, the growing cost of living, and perhaps energy shortages may be expected to expand the ranks of those opposed to the war and its effects on the quality of life in Europe. Against this background, the central question that motivates this essay is: “Why has NATO's strategy changed during the Ukraine crisis?” To answer this topic, this scientific paper is based on the assumption that NATO’s strategy became more relevant in the Global Security Architecture with the beginning of the Ukraine war. Even though numerous articles have already been published on this topic framework, the work aim is to present NATO in detail, clearly and concisely, as well as to work out the current position of the alliance towards Russia and its possible future role. The results shed light on the upcoming relevance of the relationship between Russia and NATO. The thesis consists of three chapters, the first of which is the introduction. The main contents of the work are divided into the following four sections—the first deals with NATO's strategy before the Ukraine war began. Based on the history of NATO from its inception to the present, I highlight the development of its tactics. The focus of the second part is the strategy since the Ukraine crisis. Furthermore, I would like to point out how NATO's strategy changed over time and explain the differences and the reasons for that in the last section. Support is provided by selected literature, current news such as the Washington Post and the New York Times, and publications by renowned think tanks like the Hudson and Brooking Institute. Moreover, the group discussion about foreign policy from the Summer Symposium in Washington, D.C., is also used as a source. In the third chapter, I answer the hypothesis and research question with the help of the information provided. Finally, I conclude by underlining NATO’s upcoming role regarding Russia and giving an outlook on the future relevance of the subject.
