This book explores ‘lessons learned’ from the military intervention in Libya by examining key aspects of the 2011 NATO campaign. NATO’s intervention in Libya had unique features, rendering it unlikely to serve as a model for action in other situations. There was an explicit UN Security Council mandate to use military force, a strong European commitment to protect Libyan civilians, Arab League political endorsement and American engagement in the critical, initial phase of the air campaign. Although the seven-month intervention stretched NATO’s ammunition stockpiles and political will almost to their respective breaking points, the definitive overthrow of the Gaddafi regime is universally regarded as a major accomplishment. With contributions from a range of key thinkers and analysts in the field, the book first explains the law and politics of the intervention, starting out with deliberations in NATO and at the UN Security Council, both noticeably influenced by the concept of a Responsibility to Protect (R2P). It then goes on to examine a wide set of military and auxiliary measures that governments and defence forces undertook in order to increasingly tilt the balance against the Gaddafi regime and to bring about an end to the conflict, as well as to the intervention proper, while striving to keep the number of NATO and civilian casualties to a minimum. North Atlantic Treaty Organization (NATO) forces are currently deployed in three Balkan states: Bosnia-Herzegovina; Yugoslavia, in the province of Kosovo; and the Former Yugoslav Republic of Macedonia (FYROM). These three deployments represent NATO's attempts to date to conduct crisis management operations, a mission the Alliance adopted in the early 1990s and now a fundamental security task alongside collective defense. In view of the increasing importance of crisis management in NATO activities, this thesis analyzes the Balkan operations to identify lessons that can be applied to future doctrines. NATO's 1991 and 1999 Strategic Concepts are reviewed to illustrate the development of NATO's crisis management doctrine. Each Balkan intervention is examined to clarify NATO's crisis management failures and successes, and to assess apparent lessons. The thesis compares the lessons learned with the crisis management doctrine contained in the 2001 NATO Handbook, and offers recommendations for revisions to take fuller account of the lessons learned in the Balkans.

The first two chapters look at civil-military cooperation in general and demonstrate ways to analyse the concept of civil-military cooperation with approaches of civil-military relations and inter-organizational relations. The third and fourth chapter will look at the institutional theory and its explanatory framework for analysing civil-military cooperation. The analysis of civil-military cooperation in the institutional framework will occur with the method of the policy cycle and looks at the NATO CIMIC Framework and its implementation in the cases of Afghanistan and Kosovo. Since the end of the cold war, the number of conflicts and humanitarian crises increased and the efforts of the international community in crisis management occur in highly complex situations in which sole military or humanitarian efforts cannot provide a solution to the situation. Civil-Military cooperation has become the catchphrase when talking about how to manage and solve complex crises. There are two different understandings of the term civil-military cooperation. In its basic form, it describes ‘the interaction between civilian humanitarian actors and international forces during complex emergencies’. The second understanding was developed by the military and referred ‘to the liaison and coordination processes and mechanisms that are established to facilitate relations between military forces and civilian agencies’ ‘in order to achieve military objectives’. Both definitions are broad and allow every organization to develop their understanding of civil-military cooperation. The most known concept is CIMIC by the North Atlantic Treaty Organization (NATO). However, other organization, like the United Nations (UN) or the European Union (EU), as well as humanitarian actors, have their understanding of civil-military cooperation. The interesting question is not how each organization understands civil-military cooperation, but how an organization formulate and implement the concept of civil-military cooperation as part of its institutional framework.
