Reports of natural disasters fill the media with regularity. Places in the world are affected by natural disaster events every day. Such events include earthquakes, cyclones, tsunamis, wildfires – the list could go on for considerable length. In the 1990s there was a concentrated focus on natural disaster information and mitigation during the International Decade for Natural Disasters Reduction (IDNDR). The information was technical and provided the basis for major initiatives in building structures designed for seismic safety, slope stability, severe storm warning systems, and global monitoring and reporting. Mitigation, or planning in the event that natural hazards prevalent in a region would suddenly become natural disasters, was a major goal of the decade-long program. During the IDNDR, this book was conceptualized, and planning for its completion began. The editors saw the need for a book that would reach a broad range of readers who were not actively or directly engaged in natural disasters relief or mitigation planning, but who were in decision-making positions that provided an open window for addressing natural disaster issues. Those people were largely elected public officials, teachers, non-governmental organization staff, and staff of faith-based organizations. Those people, for the most part, come to know very well the human and physical characteristics of the place in which they are based. The Centre for Science and Technology of the Non-Aligned and Other Developing Countries (NAMS&T Centre) has brought out a publication entitled Management of Natural Disaster in Developing Countries based on the proceedings of the International Workshop on the above subject held in Asian institute of Technology (AIT), Bangkok, Thailand, 24-27 January, 2000. Natural hazards are naturally occurring processes forming an experience to human being, depending on where one lives. Climate change is increasingly of great concern to the world community. A disaster can be a natural or a man-made hazard that results in large scale physical destruction, human suffering and loss of life. It can be a tragic event resulting from events such as tsunami, earthquakes, floods, catastrophic accidents, fires, explosions, etc. In general, developing countries suffer the most when a disaster hits, primarily because of the lack of management and unpreparedness to meet such eventualities as compared to the developed countries. The capabilities for risk assessment, forecasting, monitoring and early warning system, emergency management, prevention strategies, improving awareness, political will and a need to involve the professionals, scientific bodies and public-private partnerships are some of the key elements that need urgent attention particularly in the context of the developing countries. This paper reviews the literature on the macroeconomic impact of natural disasters and presents the IMF’s role in assisting countries coping with natural catastrophes. Focusing on seven country cases, the paper describes the emergency financing, policy support, and technical assistance provided by the Fund to help governments put together a policy response or build a macro framework to lay the foundation for recovery and/or unlock other external financing. The literature and experience suggests there are ways to strengthen policy frameworks to increase resilience to natural disaster shocks, including identifying the risks and probability of natural disasters and integrating them more explicitly into macro frame-works, increasing flexibility within fiscal frameworks, and improving coordination amongst international partners ex post and ex ante.
