The management of natural resources is directly related to livelihoods for local communities, but is also intimately linked to broader national and regional economic development, as well as to political stability, peace and security. Natural resources and their effective management are necessary for securing the realisation of human rights. While there is some analysis regarding the emergence of specific relevant areas of human rights, such as the right to water, the right to food, or public participation, there is no systematic and comprehensive study on the potential role that human rights law can play in the management of natural resources. This book provides an in-depth analysis of these developments and how these could contribute to a more comprehensive human rights-based approach to the management of natural resources. In doing so, the author proposes a systematic analysis of the different norms, procedures, and approaches developed under human rights law which are relevant to the management of natural resources. As such, the text offers a human rights-based approach to the development of a legal framework for natural resource management, an area which is currently dominated by investment law and treaties concerning the use and exploitation of natural resources by States and private actors.

The aim is to showcase new directions that may enrich the human security agenda. Some human security discourse is still rooted in the traditional language of the aid-agency/UN development/economic growth models, often hostile to the corporate and business sector, and sometimes negligent of sustainability and climate change issues. Another limited and outmoded approach is an exaggerated focus on Western interventions, especially military ones, as a "solution" to problems in poor or conflict-prone areas. "Human Security" was introduced as a construct by the UNDP in 1994. The inherent combination of law-enforcement and people-centred humanitarianism has strived to provide an umbrella to both protect people from threats while empowering them to control their destinies. But with accelerating economic globalization and information flows there is a need to revisit the concept. A new paradigm of Sustainable Human Security is required. This book argues that proponents of a human security approach should welcome efforts to remove the barriers between enterprise, corporations, aid and development agencies, government agencies, citizen groups and the UN; and work towards multi-stakeholder approaches and solutions for vulnerable populations. This book argues that a set of persuasive narratives about the links between natural resource, armed conflict and peacebuilding have strongly influenced the natural resource interventions pursued by international peacebuilders. The author shows how international peacebuilders active in Liberia and Sierra Leone pursued a collective strategy to transform “conflict resources” into “peace resources” vis-à-vis a policy agenda that promoted “securitization” and “marketization” of natural resources. However, the exclusive focus on securitization and marketization have been counterproductive for peacebuilding since these interventions render invisible issues connected to land ownership, environmental protection and sustainable livelihoods and mirror pre-war governing arrangements in which corruption, exclusion and exploitation took root. Natural resource governance and peacebuilding must go beyond narrow debates about securitization and marketization, and instead be a catalyst for trust–building and cooperation that has a local focus, and pursues an inclusive agenda that not only serves the cause of peace, but the cause of people.
