The economies of Europe and Central Asia (ECA) are facing complex challenges. In the eastern part of the region the task of governments is to orchestrate a coordinated crisis response. The collapse of oil revenues and the associated decline in remittances triggered a chain reaction of shocks. Adjustment to these shocks requires a new monetary policy regime, resolution of serious fragilities in banking sectors, fiscal reforms that put government finances on a sustainable path, while guaranteeing fair burden sharing, and facilitation of job creation in sectors that compete internationally. In the western part of the region policy coordination within the European Union is being tested by the refugee crisis and a possible Brexit. Meanwhile the Chinese economy has slowed down and is in the process of fundamental transformation. Also these developments have major impacts on the ECA region. The report analyses all these challenges and points at the opportunities to become more competitive in global markets.

Livestock production systems are the result of an interaction between domestic animals and the environment, modulated by man, that dates back to Neolithic times. As a consequence of this interaction among the wide diversity of animal resources, natural habitats and population needs, very different farming systems have developed across the Mediterranean Basin. Understanding the mechanisms and effects of these relationships is key to design the farming systems best adapted to each condition, guaranteeing an adequate balance between target animal production and environmental outcomes provided by these systems. This is indeed a multidimensional topic, influenced by animal genetics, feeding resources, flock management, and economic and social aspects inside and outside the household. Therefore, this book focuses on the basis of the animal-environment interactions and the impact of human activities on the type and magnitude of these interactions. This book analyzes how the management of natural resources can affect climate change and how climate change affects energy, food, fisheries, producing industries and national adaptation strategies in Turkey’s perspective. Resource management is analysed from the perspective of a capital conversion-based model of development. One important conclusion of the book is that integrating climate change concerns into resource management implies that some natural resources will need to be stranded in order to meet mitigation commitments compatible with the goal of limiting global warming to well below 2 degrees Celsius and pursuing efforts to limit the increase in the average value of global temperature to 1.5 degrees Celsius above pre-industrial levels.
