Excerpt from Introduction to Political Science a Treatise on the Origin, Nature, Functions, and Organization, of the State My aim in the preparation of this work has been to provide a textbook for students which, though elementary, shall cover a wider range of topics relating to the state than is usually dealt with in treatises designed for text-book use. With this end in view, I have included chapters on the nature, scope, and methods of political science; on the essential constituent elements of the state; on the functions and sphere of the state; on citizenship and nationality; on constitutions - their nature, sources, and kinds; on the distribution of governmental powers; and on the electorate. I make no pretension to having treated the subject in an exhaustive manner. I have simply attempted to set forth in an elementary way the more important theories concerning the origin, nature, functions, and organization of the state, and to analyze and criticise them in the light of the best scientific thought and practice. With a view to encouraging students to read as widely as possible, I have placed at the head of each chapter a bibliography of the best literature in English, German, French, and Italian, dealing with the subject treated in the chapter, and have cited many additional authorities in the footnotes. Proofs of various parts of the book have been read by university professors, each of whom is an authority on the particular subject dealt with in the chapter submitted to him, and the entire work has had the benefit of their suggestions.
