This book examines the dynamics of coalition naval operations. Since the end of the Second World War, few nations possess the capacity for large scale, sustained and independent naval operations; and even those that do, such as the USA, often find it economically, militarily and politically expedient to act multilaterally. As such, coalition naval operations increasingly became the norm throughout the twentieth-century, and there is little sign of this abating in the twenty-first. Multinational operations provide a number of benefits, but they also present a number of challenges. Examining the dynamics of coalition operations involving the Royal Navy (RN), Royal Australian Navy (RAN) and the United States Navy (USN) during the Korean War, Vietnam War and the Iraq War, this book provides a broad overview of naval interoperability between the three navies. Using the naval gunfire support (NGS) capability as a lens through which to analyse operations, the study explores a diverse range of issues, including: command and control, communications, equipment standardisation, intelligence, logistics, planning, rules of engagement, tactics, techniques and procedures and training. Approaching the subject through both historical and contemporary perspectives not only provides a unique assessment of the variation in the effectiveness of interoperability over time, but also offers a platform for better understanding and enhancing the performance of future coalition naval operations. Based on extensive archival research in Australia, the UK and the US, as well as wide-ranging interviews, this book sheds new light on the dynamics of conducting coalition operations. Since its emergence in 1998, the concept of Network Centric Warfare (NCW) has become a central driver behind America’s military ‘transformation’ and seems to offer the possibility of true integration between multinational military formations. Even though NCW, or variations on its themes, has been adopted by most armed services, it is a concept in operational and doctrinal development. It is shaping not only how militaries operate, but, just as importantly, what they are operating with, and potentially altering the strategic landscape. This paper examines how the current military dominance of the US over every other state means that only it has the capacity to sustain military activity on a global scale and that other states participating in US-led coalitions must be prepared to work in an ‘interoperable’ fashion. It explores the application of computer networks to military operations in conjunction with the need to secure a network’s information and to assure that it accurately represents situational reality. Drawing on an examination of how networks affected naval operations in the Persian Gulf during 2002 and 2003 as conducted by America’s Australian and Canadian coalition partners, the paper warns that in seeking allies with the requisite technological capabilities, but also those that it can trust with its information resources, the US may be heading towards a very secure digital trap.

This thesis explores the issue of the utility of junior partners in coalition warfare in the post-Cold War era. It begins with the observation that the International Relations and strategic studies literatures are surprisingly under-developed on the issue of coalition warfare, in particular when it comes to exploring the relations between the coalition leader and the junior partners. This thesis challenges the conventional wisdom about coalition-building in the post-Cold War era. It argues that there are two distinct, albeit mutually reinforcing, causal paths to utility: the first is the standing of a state participating to the intervention, the second is the combination of integration and quality of its armed forces. In order establish this result, the thesis adopts a mixed-method approach, combining a crisp-set Qualitative Comparative Analysis (csQCA) conducted on 204 cases with detailed case studies of twelve states participating in four multinational military interventions after the Cold War. This core finding has two major consequences. First, in coalition warfare, the more is not necessarily the merrier. There is no linear relation between a junior partner's, participation to an intervention, and an increase of the legitimacy and/or military effectiveness of the said intervention. For the utility of a junior partner to be established, the conditions of standing and/or the combination of integration and quality must be met. Second, it is very rare to have a clear trade-off between military and political utility. In most cases, the two causal mechanisms leading to utility are simultaneous. These findings have important consequences for both research on alliances and policy-making.
