In post-war Sierra Leone, a range of transitional justice mechanisms were implemented to address experiences of conflict, violence, and human rights violations. Much of the research on local transitional justice processes has focused on the work of organisations, failing to acknowledge how individual and communal dynamics shape and are shaped by these programs. Drawing on original fieldwork in Sierra Leone, Laura S. Martin moves beyond discussions measuring effectiveness and considers how people navigate their circumstances in conflict and post-conflict societies. Developing the idea of recognised and unrecognised transitional justice processes, Martin uses Fambul Tok as an example of a recognised local transitional justice program and shows how ordinary Sierra Leoneans appropriated Fambul Tok's agenda for their own purposes. Ultimately, this book highlights the crucial role of agency and the diverse range of actors involved in transitional justice processes. Justice, as Martin powerfully argues, is not something that happens to or for people, but is enacted by individuals and communities.

Addressing one of the most pressing issues of the Lebanese Civil War (1975-1990) that is still unresolved almost 30 years later, this book adopts a political, sociological, and anthropological approach to look at periods of transition from conflict to peace in Lebanon. Inducing a set of questions about the social and political system, the post-conflict state has been pushing for a politics of amnesty and amnesia. The case study delves into the notion of transition from conflict to peace in Lebanon by looking in the case of the estimated 17,000 people who disappeared during the Civil War. Using the concept of liminality to understand the evolution of the issue over the years, the book follows the trajectory of the relatives of the missing, who have formed a communitas – a group sharing strong feelings of comradeship and brother/sisterhood by virtue of finding themselves in the same situation. How should state-sponsored atrocities be judged and remembered? This controversial question animates contemporary debates on transitional justice and reconciliation. This book reconsiders the legacies of two institutions that transformed the theory and practice of transitional justice. Whereas the Nuremberg Trials exemplified the promise of legalism and international criminal justice, South Africa's Truth and Reconciliation Commission promoted restorative justice and truth commissions. Leebaw argues that the two frameworks share a common problem: both rely on criminal justice strategies to investigate experiences of individual victims and perpetrators, which undermines their critical role as responses to systematic atrocities. Drawing on the work of influential transitional justice institutions and thinkers such as Judith Shklar, Hannah Arendt, José Zalaquett and Desmond Tutu, Leebaw offers a new approach to thinking about the critical role of transitional justice – one that emphasizes the importance of political judgment and investigations that examine complicity in, and resistance to, systematic atrocities.

Studies of statebuilding and peacebuilding have been criticized for their disregard of people living the consequences of intervention projects. Beyond International Intervention takes on the task of engaging with spaces and peoples not usually present in IR scholarship to rethink the very concept of “intervention” by paying close attention to how people actually experience and make sense of those efforts. In particular, the book offers a detailed engagement with ethnographic fieldwork in two policy areas in Serbia—agricultural policy and non-formal youth education. By engaging with subjects, the book not only enhances our understanding of intervention, but also uncovers the limitations of the concept. Katarina Kušić argues that the concept limits what we can observe and theorize, and it prevents researchers from engaging with the people living in spaces of intervention as coeval political subjects. As an alternative, she proposes to foreground improvement over “intervention.” This reorientation enables researchers to trace hierarchies beyond the local/international dichotomy, expands fields of visibility beyond those prescribed by interventions themselves, and seriously considers the contradictions at the heart of liberalism.
