IAU Transactions XXVIB contains the Proceedings of the IAU XXVII General Assembly held in Prague, 14-25 August 2006, hosting a total of 2412 participants from 73 countries. The Assembly featured a rich scientific program, comprising 6 Symposia, 17 Joint Discussions and 7 Special Sessions. During the program about 650 papers were presented and more than 1550 posters displayed. IAU Symposium 262 presents reviews on the current understanding of the theories of stellar evolution, galaxy formation and galaxy evolution. It emphasises what we have learned in the past few years from massive surveys covering large portions of the sky (e.g. SDSS, HDF, UDF, GOODS, COSMOS). Several critical aspects of research on stellar populations deserve further effort in order to be brought in tune with other areas of astrophysical research. The next ten years will see the opening of major observatories that will increase the quality and quantity of astronomical data by orders of magnitude. The expected benefits from these instruments for the study of stellar populations are explored. This last decade has witnessed a revolution in our observations of galaxies; in particular deep imaging with HST and spectroscopy with 10m-class ground-based telescopes have uncovered many objects that are difficult to place along the Hubble sequence. High resolution spectroscopy of extremely faint objects has enabled the study of the kinematic evolution and, hence, the mass assembly of galaxies to unprecedented look-back times for direct comparison with cosmological structure formation scenarios. Thus, it is now possible to study all three aspects of galaxy evolution - their morphological-dynamical, chemical and spectral evolution out to redshift larger than six, exploring more than 95% of the age of the universe. These Proceedings of the IAU Symposium 235 report the considerable progress made in recent years on galaxy formation and evolution, and look forward to the expected breakthroughs in the domain of remote galaxies, with ALMA, the ELT and the next generation space telescopes.

The paradigm of a dark energy- and dark matter-dominated Universe, with the hierarchical merger scenario for the formation of galaxies, has scored impressive successes in matching the observed Universe. Although low-mass metal-poor galaxies in the local universe have often been proposed as the 'primordial building blocks' in the hierarchical scenario of structure formation, several lines of evidence suggest that this may not be true. Moreover, it is not clear to what extent dwarf galaxies, because they are metal poor and because of their kinematics and structure, can tell us about how star formation proceeded in the early universe. This volume provides an overview and the most recent advances in this debate. IAU Symposium 255 presents the most up-to-date developments in six key areas, including: Population III and metal-free star formation; metal-enrichment, chemical evolution and feedback; explosive events in low-metallicity environments; dust and gas as seeds for metal-poor star formation; metal-poor initial mass functions, stellar evolution and star-formation histories; and low-metallicity star formation in the local universe.
