Nur in einem waren sie sich, jedenfalls oberflächlich betrachtet, einig: mit der Praxis nicht nur des Dritten Reiches, sondern der ganzen deutschen Pressegeschichte Schluß zu machen und alle ,die aktiv an der nationalsozialistischen Propaganda beteiligt waren, von jeder Betätigung auszuschließen.“ Mit diesen Worten leitet Kurt Koszyk seinen Beitrag zur Geschichte der deutschen Presse im vierten Teil mit dem Titel: Pressepolitik für Deutsche 1945 – 1949 ein. Hierbei wird deutlich, dass er gleich zu Beginn seines Beitrages die Umstände der Pressepolitik der Nachkriegszeit in Deutschland darlegt und die festgelegten Maßnahmen der Besat-zungsmächte verdeutlicht. Dass die vier Besatzungsmächte Großteils die gleichen Absichten hatten Deutschland zu denazifizieren und zur Demokratie zu lenken, ist bekannt. Doch dass sie die reeducation auch ganz offensichtlich im deutschen Pressewesen ausübten, soll in dieser Hausarbeit dargelegt werden. Es wird dabei nicht auf die Umerziehung durch andere Medien, wie beispielsweise den Film eingegangen werden. Eine der vielen Maßnahmen, die unter anderem auf den drei Konferenzen von Teheran, Jalta und Potsdam eingeleitet wurden, war die der „Verantwortlichkeit der Informationskontrolle.“ Doch der Weg diese Maßnahmen durchzusetzen war nicht sofort beschritten, sondern musste erst noch geebnet werden. Dies kostete sowohl die Alliierten, als auch das auserwählte Gremium von bestimmten Personen Zeit und verlangte Kompetenz in Organisation und Struktur. Um ein Vermerk auf den Titel dieser Arbeit zu geben, waren es hier vor allem die Lizenz-zeitungen, die eine der Maßnahmen jener Informationskontrolle konkretisierten. Am Beispiel der Rhein-Neckar-Zeitung (RNZ) soll hier ein kurzer Einblick auf solch eine Lizenzzeitung gegeben werden. Sie war – soviel sei vorweggenommen – eine der ersten Lizenzzeitungen überhaupt in Deutschland. Die Lizenzzeitungen wurden allerdings als solche nicht gleich beschlossen. Sie etablierten sich viel mehr zu einem demokratisch-politischen Wegweiser, der durch die Medienkont-rolle der jeweiligen Besatzungsmacht in gewisser Hinsicht geleitet wurde. Doch waren es alle vier Besatzungsmächte? Wollten tatsächlich die Briten die selbe Zeitung wie beispielsweise die Russen oder die Franzosen? Diesen und weiteren Fragen soll in dieser Hausarbeit auf den Grund gegangen werden. [...]
