We face two global threats: the climate crisis and a crisis of democracy. Located at the crux of these crises, sustainable cities build on the foundations and resources of democracy to make our increasingly urban world more resilient and just. Sustainable Cities in American Democracy focuses on this effort as it emerged and developed over the past decades in the institutional field of sustainable cities—a vital response to environmental degradation and climate change that is shaped by civic and democratic action. Carmen Sirianni shows how various kinds of civic associations and grassroots mobilizing figure in this story, especially as they began to explicitly link conservation to the future of our democracy and then develop sustainable cities as a democratic project. These organizations are national, local, or multitiered, from the League of Women Voters to the Natural Resources Defense Council to bicycle and watershed associations. Some challenge city government agencies contentiously, while others seek collaboration; many do both at some point. Sirianni uses a range of analytic approaches—from scholarly disciplines, policy design, urban governance, social movements, democratic theory, public administration, and planning—to understand how such diverse civic and professional associations have come to be both an ecology of organizations and a systemic and coherent project. The institutional field of sustainable cities has emerged with some core democratic norms and civic practices but also with many tensions and trade-offs that must be crafted and revised strategically in the face of new opportunities and persistent shortfalls. This book highlights the role that both infrastructure and governance play in the context of resilience and adaptation to climate variability and change. Eleven case studies analyze in-depth impacts of extreme events in projects, basins and regions in the Arid Americas (Unites States and Mexico), Australia, Brazil, China, Egypt, France, Nepal, Mexico, Pakistan, Turkey and South Africa. They discuss the importance of infrastructure (mainly reservoirs) in adaptation strategies, how planning and management aspects should improve in response to changing climatic, economic, social and environmental situations and what the management, institutional and financial challenges would be for their implementation. Governance aspects (policies, institutions and decision making) and technical and knowledge limitations are a substantial part of the analyses. The case studies argue that reservoirs are essential to build resilience contributing to adaptation to climate variability and change. However, that for them to be effective, they need to be planned and managed within a governance framework that considers long-term perspectives and multi-sector and multi-level actor needs and perspectives.

The past thirty years have seen a proliferation of new forms of territorial governance that have come to co-exist with, and complement, formal territorial spaces of government. These governance experiments have resulted in the creation of soft spaces, new geographies with blurred boundaries that eschew existing political-territorial boundaries of elected tiers of government. The emergence of new, non-statutory or informal spaces can be found at multiple levels across Europe, in a variety of circumstances, and with diverse aims and rationales. This book moves beyond theory to examine the practice of soft spaces. It employs an empirical approach to better understand the various practices and rationalities of soft spaces and how they manifest themselves in different planning contexts. By looking at the effects of new forms of spatial governance and the role of spatial planning in North-western Europe, this book analyses discursive changes in planning policies in selected metropolitan areas and cross-border regions. The result is an exploration of how these processes influence the emergence of soft spaces, governance arrangements and the role of statutory planning in different contexts. Rahul Mehrotra is the founder of RMA Architects, which emerged in Mumbai in 1990 and has studios in Mumbai and Boston. Currently he is the chair of the Department of Urban Planning and Design at Havard GSD and has had a long-term engagement with and analyses of urbanism in India which has given rise to a new conceptualization of the city. The Kinetic City, the counterpart to the Static City familiar to most of us from conventional city maps, is perceived in terms of patterns of occupation and associative values attributed to space.
