Governance and Public Space in the Australian City is a rich and evocative examination of the production and use of public spaces in Australian cities in the late-nineteenth and early-twentieth centuries. Using Brisbane as a case study, it demonstrates the way public spaces were constructed, contested, and controlled in attempts to create ‘ideal’ city spaces. This construction of space is considered not just in the literal and material sense but also as a product of aspirational and imaginative processes of city-building by municipal authorities and citizens. This book is as much about people as it is about cities – uncovering the manner in which perceived models of ideal urban citizenship were reflected in the production and ordering of city spaces. This book challenges common narratives that situate public spaces as universal or equalising aspects of the urban sphere. Exploring three distinct types of public space – the streets, slums, and parks – the book questions how urban spaces functioned, alongside how they were intended to function. In so doing, Governance and Public Space in the Australian City situates public spaces as products of manipulation and regulation at odds with broader concepts of individual liberty and the ‘rights’ of people to public space. The Democratic Republic of Congo (DRC) has been widely derided as a failed state, unable to meet the basic needs of its citizens. But while state infrastructure continues to decay, many essential services continue to be provided at the local level, often through grassroots initiatives. So while, for example, state funding for education is almost non-existent, average school enrolment remains well above average for Sub-Saharan Africa. This book addresses this paradox, bringing together key scholars working on public services in the DRC to elucidate the evolving nature of governance in developing countries. Its contributions encompass a wide range of public services, including education, justice, transport, and health. Taking stock of what functions and why, it contributes to the debate on public services in the context of 'real' or 'hybrid' governance beyond the state: does the state still have a function, or is it no longer useful and relevant? Crucially, how does international aid help or complicate this picture? Urban sidewalks, critical but undervalued public spaces, have been sites for political demonstrations and urban greening, promenades for the wealthy and the well-dressed, and shelterless shelters for the homeless. On sidewalks, decade after decade, urbanites have socialized, paraded and played, sold their wares, and observed city life. These uses often overlap and conflict, and urban residents and planners try to include some and exclude others. In this first book-length analysis of the sidewalk as a distinct public space, Anastasia Loukaitou-Sideris and Renia Ehrenfeucht examine the evolution of the American urban sidewalk and trace conflicts that have arisen over its competing uses. They discuss the characteristics of sidewalks as small urban public spaces, and such related issues as the ambiguous boundaries of their 'public' status, contestation around specific uses, control and regulations, and the implications for First Amendment speech and assembly rights. Drawing on historical and contemporary examples as well as case study research and archival data from five cities - Boston, Los Angeles, New York, Miami, and Seattle - the authors focus on how the functions and meanings of street activities have shifted and have been negotiated through controls and interventions. They consider sidewalk uses that include the display of individual and group identities (in ethnic and pride parades, for example), the everyday politics of sidewalk access, and larger political actions (including Seattle's 1999 antiglobalization protests), and examine the complex regulatory frameworks that manage street and sidewalk life. The role of urban sidewalks in the early twenty-first century depends, the authors conclude, on what we want from sidewalk life and how we balance competing interests.
