At a time when migration is mostly discussed in terms of “conflict” and “crisis”, it is decidedly important to acknowledge the discursive traditions, narrative patterns, and conceptual categories that continue to inform how migration is represented, analyzed and theorized in contemporary Europe. Belonging is an issue that affects us all, but for those who have been displaced, unsettled or made ‘homeless’ by the increased movements associated with the contemporary globalising era, belonging is under constant challenge. Migration throws into question not only the belongings of those who physically migrate, but also, particularly in a postcolonial context, the belongings of those who are indigenous to and ‘settlers’ in countries of migration, subsequent generations born to migrants, and those who are left behind in countries of origin. Negotiating Belongings utilises narrative, ethnographic and autoethnographic approaches to explore the negotiations for belonging for six women from Dinka communities originating in southern Sudan. It explores belonging, particularly in relation to migration, through a consideration of belonging to nation-states, ethnic groups, community, family and kin. In exploring how the journeys towards desired belongings are haunted by various social processes such as colonisation, power, ‘race’ and gender, the author argues that negotiating belonging is a continual movement between being and becoming. The research utilises and demands different ways of listening to and really hearing the narratives of the women as embedded within non-Western epistemologies and ontologies. Through this it develops an understanding of the relational ontology, cieng, that governs the ways in which the women exist in the world. The women’s narratives alongside the author’s experience within the Dinka community provide particular ways to interrogate the intersections of being and becoming on the haunted journey to belonging. The relational ontology of cieng provides an additional way of understanding belonging, becoming and being as always relational.

Between normative aspirations and national interests, forced migrants often become pawns in host states' negotiations with internal and external actors. Focusing on North Africa, the Middle East, and the Horn of Africa, this paper offers an analytical framework to better understand forced migration governance across space and time from a more global, pluralist perspective in a logic of iterative theory-building. We hypothesise that some drivers of forced migration governance are distinct from drivers of migration governance - for example, global policy and conceptions of humanitarian norms and principles play a larger role in the former. We hypothesise that while forced migration governance is negotiated around humanitarian principles, in which international actors, externalisation, and civil society play a crucial role, it also functions as a regime strategy and is driven by certain characteristics of forced migrant groups, including size and perceived identity proximity. Finally, forced migration governance is characterised by strong path dependency.

This book investigates the role and influence of non-state actors (NSAs) and local authorities in the process leading to the adoption of the 2018 Global Compact for Migration (GCM), the first intergovernmental negotiation of its kind at the UN. The research draws upon methods initially applied to assess global climate negotiations, and for the first time analyzes the influence of NSAs and local authorities in an international negotiation on migration. It builds on an assessment of the state of the art on global migration governance, adding new perspectives and insights. The analysis of the influence of NSAs and local authorities is backed by an online survey of participating stakeholders, interviews with key actors, and hundreds of other primary sources obtained from the process. The author finds that the UN system’s willingness to onboard NSAs was key to creating the GCM as it stands today. While the research finds little direct influence from NSAs during the negotiations, the first draft of the GCM was very much informed by their input. Local authorities, still new to the global stage, made the case for their further inclusion in global migration governance.
