Studienarbeit aus dem Jahr 2020 im Fachbereich Ethnologie / Volkskunde, Note: 1,0, Universität Hamburg (Ethnologie), Sprache: Deutsch, Abstract: Die vorliegende Arbeit entstand im Rahmen des Seminars "Aktuelle Theorien der Ethnologie" und hat zum Ziel, die der Monografie "Nomaden im Transformationsprozess. Kasachen in der post-sozialistischen Mongolei" von Peter Finke zugrunde liegende Theorie herauszuarbeiten. Da eine Theorie ohne Empirie wertlos und eine theoriefreie Empirie unmöglich ist, geht es hier darum, den Übergang von Theorie zur Empirie und wiederum zur Ethnografie darzustellen. Aufgrund des beschränkten Rahmens dieser Arbeit erfolgt dies exemplarisch anhand weniger empirischer Beispiele. Nach einer systematischen Darstellung der Theorie des Neoinstitutionalismus im Kapitel 2 wird im nächsten Kapitel 3 auf die Methodik sowie das Forschungsfeld eingegangen. Im vierten Kapitel geht es dann um die Transformation und darum, wie Menschen den Herausforderungen der veränderten Rahmenbedingungen begegnen. Ein kurzes Resümee im Kapitel 5 schließt die Arbeit ab.

Peace operations are the UN ́s flagship activity. Over the past decade, UN blue helmets have been dispatched to ever more challenging environments from the Congo to Timor to perform an expanding set of tasks. From protecting civilians in the midst of violent conflict to rebuilding state institutions after war, a new range of tasks has transformed the business of the blue helmets into an inherently knowledge-based venture. But all too often, the UN blue helmets, policemen, and other civilian officials have been "flying blind" in their efforts to stabilize countries ravaged by war. The UN realized the need to put knowledge, guidance and doctrine, and reflection on failures and successes at the center of the institution. Building on an innovative multi-disciplinary framework, this study provides a first comprehensive account of learning in peacekeeping. Covering the crucial past decade of expansion in peace operations, it zooms into a dozen cases of attempted learning across four crucial domains: police assistance, judicial reform, reintegration of former combatants, and mission integration. Throughout the different cases, the study analyzes the role of key variables as enablers and stumbling blocks for learning: bureaucratic politics, the learning infrastructure, leadership as well as power and interests of member states. Just War has attracted considerable attention. The words peace and justice are often used together. Surprisingly, however, little conceptual thinking has gone into what constitutes a Just Peace. This book, which includes some of the world's leading scholars, debates and develops the concept of Just Peace.The problem with the idea of a Just Peace is that striving for justice may imply a Just War. In other words, peace and justice clash at times. Therefore, one often starts from a given view of what constitutes justice, but this a priori approach leads - especially when imposed from the outside - straight into discord. This book presents conflicting viewpoints on this question from political, historical, and legal perspectives as well as from a policy perspective.The book also argues that Just Peace should be defined as a process resting on four necessary and sufficient conditions: thin recognition whereby the other is accepted as autonomous; thick recognition whereby identities need to be accounted for; renouncement, requiring significant sacrifices from all parties; and finally, rule, the objectification of a Just Peace by a "text" requiring a common language respecting the identities of each, and defining their rights and duties. This approach basedon a language-oriented process amongst directly concerned parties, goes beyond liberal and culturalist perspectives. Throughout the process, negotiators need to build a novel shared reality as well as a new common language allowing for an enduring harmony between previously clashing peoples.It challenges a liberal view of peace founded on norms claiming universal scope. The liberal conception has difficulty in solving conflicts such as civil wars characterized typically by fundamental disagreements between different communities. Cultures make demands that are identity-defining, and some of these defy the "cultural neutrality" that is one of the foundations of liberalism. Therefore, the concept of Just Peace cannot be solved within the liberal tradition.
