In Neoliberal Frontiers, Brenda Chalfin presents an ethnographic examination of the day-to-day practices of the officials of Ghana’s Customs Service, exploring the impact of neoliberal restructuring and integration into the global economy on Ghanaian sovereignty. From the revealing vantage point of the Customs office, Chalfin discovers a fascinating inversion of our assumptions about neoliberal transformation: bureaucrats and local functionaries, government offices, checkpoints, and registries are typically held to be the targets of reform, but Chalfin finds that these figures and sites of authority act as the engine for changes in state sovereignty. Ghana has served as a model of reform for the neoliberal establishment, making it an ideal site for Chalfin to explore why the restructuring of a state on the global periphery portends shifts that occur in all corners of the world. At once a foray into international political economy, politics, and political anthropology, Neoliberal Frontiers is an innovative interdisciplinary leap forward for ethnographic writing, as well as an eloquent addition to the literature on postcolonial Africa.

Critics of globalization often portray neoliberalism as an extremist laissez-faire political-economic philosophy that rejects government any sort of government intervention in the domestic economy. Like most over-used terms, it is more complicated than this introductory sentence suggests. This volume seeks to move beyond these caricature depictions and definitions as well as the emotional rhetoric that has unfortunately dominated both the scholastic and political debate on neoliberalism and global market-oriented reform. Neoliberalism has been one of the most hotly contested themes in academic and political debate over the last 30 years. Given the global and persistent influence of neoliberal ideas on contemporary styles of governance, social-service provision, and public policy, this intensive interest is understandable. At the same time, the use of the term has become loose, vague, and over-extended, particularly in the extensive critical literature. Rather than engage in further critique, or in the reconstruction of the history of neoliberalism, this volume seeks to bring analytical clarity to the ongoing debate. Drawing inspiration from the work of the Hungarian economic historian, Karl Polanyi, Remaking Market Society combines critique, original formulations, and case studies to form an analytical framework that identifies the key instruments of neoliberal governance. These include privatization, marketization, and liberalization. The case studies examine the development of neoliberal instruments (reform of the British civil service); their refinement (reform of higher education in England and Wales); and their dissemination across national borders (EU integration policies). Rather than look back nostalgically on the post-war welfare-state settlement, in the final chapter the authors ask why the coalitions that supported that settlement broke down in the face of the neoliberal reform movement. This highly original work offers a distinctive transdisciplinary approach to political economy, and therefore is an important read for students and academics who are interested in political economy as well as social theory and political philosophy.

This book is a transnational study of how contemporary fiction writers from the United States and Canada to Nigeria to India to Dubai have conceptualized the emergent social spaces of the diverse corners of the neoliberal world system. Over the span of the past three to four decades, free market economic policies have been sold to or pushed upon every society on the globe in some way, shape, or form. The upshot of this has been a world system structured in terms of a vast shift of power and resources from government to private enterprise, dwindling civic life replaced by rising consumerism, an emerging oligarchic rentier class, large segments of population faced with meager material conditions of existence and few prospects of socio-economic mobility, and a looming sense of a near future dominated by further economic collapses and mounting social strife. The global rise of neoliberalism since the 1970s is widely seen as a dynamic originating in the United States and the United Kingdom, and only belatedly and partially repeated by Germany. From this Anglocentric perspective, Germany's emergence at the forefront of neoliberal reforms in the eurozone is perplexing, and tends to be attributed to the same forces conventionally associated with the Anglo-American pioneers. This book challenges this ruling narrative conceptually and empirically. It recasts the genesis of neoliberalism as a process driven by a plenitude of actors, ideas, and interests. And it lays bare the pragmatic reasoning and counterintuitive choices of German crisis managers that are obscured by this master story. Drawing on extensive original archival research, this book argues that German officials did not intentionally set out to promote neoliberal change. Instead they were more intent on preserving Germany's export markets and competitiveness in order to stabilize the domestic compact between capital and labor. Nevertheless, the series of measures German policy elites took to manage the end of golden-age capitalism promoted neoliberal transformation in crucial respects: it destabilized the Bretton Woods system; it undermined socialist and social democratic responses to the crisis in Europe; it frustrated an internationally coordinated Keynesian reflation of the world economy; and ultimately it helped push the US into the Volcker interest-rate shock that inaugurated the attack on welfare and labor under Reagan and Thatcher. From this vantage point, the book illuminates the very different rationale behind the painful reforms German state managers have demanded of their indebted eurozone partners.

Building on contemporary research in embodied cognition, enactivism, and the extended mind, this book explores how social institutions in contemporary neoliberal nation-states systematically affect our thoughts, feelings, and agency. Human beings are, necessarily, social animals who create and belong to social institutions. But social institutions take on a life of their own, and literally shape the minds of all those who belong to them, for better or worse, usually without their being self-consciously aware of it. Indeed, in contemporary neoliberal societies, it is generally for the worse. In The Mind-Body Politic, Michelle Maiese and Robert Hanna work out a new critique of contemporary social institutions by deploying the special standpoint of the philosophy of mind—in particular, the special standpoint of the philosophy of what they call essentially embodied minds—and make a set of concrete, positive proposals for radically changing both these social institutions and also our essentially embodied lives for the better.

International peace parks—transnational conservation areas established and managed by two or more countries—have become a popular way of protecting biodiversity while promoting international cooperation and regional development. In Transforming the Frontier, Bram Büscher shows how cross-border conservation neatly reflects the neoliberal political economy in which it developed. Based on extensive research in southern Africa with the Maloti-Drakensberg Transfrontier Conservation and Development Project, Büscher explains how the successful promotion of transfrontier conservation as a "win-win" solution happens not only in spite of troubling contradictions and problems, but indeed because of them. This is what he refers to as the "politics of neoliberal conservation," which receives its strength from effectively combining strategies of consensus, antipolitics, and marketing. Drawing on long-term, multilevel ethnographic research, Büscher argues that transfrontier conservation projects are not as concerned with on-the-ground development as they are purported to be. Instead, they are reframing environmental protection and sustainable development to fit an increasingly contradictory world order.
