This book makes a structural analysis of the neoliberal restructuring in the global electricity industry. The book shows that the electricity liberalisation in different countries is just a reflection of the same structural trend in the global economy and avoids from both narrow country-specific and abstract global approaches by making a structural analysis completed by a case study. Thus, it aims reaching wider conclusions about how global changes in finance and ideology / knowledge structures influence domestic energy and economic policy preferences of developing countries. The book develops a taxonomy about organising principles around which the electricity industry has been structured historically and globally, and reveals drivers of change which influences the current energy transition in the electricity sector. Combining these aspects, the book uses financial and other economic data empirically, to shed light on the structural role of global transformation of the electricity markets on the domestic energy policy preferences of the developing countries. 'The book is an exploration, on both theoretical and empirical grounds, into the nature and the transformation of the state in the neoliberal era. Nowadays, a widespread crisis of legitimation affects the institutions and authority of the state; similarly, and especially after the Great Crisis of 2008 to present, the European project is increasingly questioned by populist and neo-nationalist forces, which politically advance in the state and society, and promote further coercive-oriented reconfiguration of state powers and apparatus. The ‘nationalist international’, the ‘new populists’ and/or the ‘rise of new international fascism’ are questions on the verge of international scholarship and political debate. However, many of these studies often miss the specificity and critical importance of the study of the state and of state (institutional and ideological) powers; even more importantly, the phenomenon of populism/neo-authoritarianism is interpreted by the mainstream as a clear break with traditional centrist parties, with the result of neglecting the past authoritarian tendencies that accompany the entire history of neoliberalism. This book aspires to be a guide for political activist and policy-makers: specifically, by showing how the state is of critical importance to the making of neoliberalism in institutional and cultural terms, it also aims to rethink the state as the arena of politics and, accordingly, as the key site to promote alternatives to neoliberalism

Although Africa is the most under-supplied region of the world for electricity, its economies are utterly dependent on it. There are enormous inequalities in electricity access, with industry receiving abundant supplies of cheap power while more than 80 per cent of the continent's population remain off the power grid. Africa is not unique in this respect, but levels of inequality are particularly pronounced here due to the inherent unevenness of 'electric capitalism' on the continent. This book provides an innovative theoretical framework for understanding electricity and capitalism in Africa, followed by a series of case studies that examine different aspects of electricity supply and consumption. The chapters focus primarily on South Africa due to its dominance in the electricity market, but there are important lessons to be learned for the continent as a whole, not least because of the aggressive expansion of South African capital into other parts of Africa to develop and control electricity. Africa is experiencing a renewed scramble for its electricity resources, conjuring up images of a recolonisation of the continent along the power grid. Four decades ago, faced with a series of economic, political and social crises, business and government leaders in Australia and many other nations were convinced by a well organised ideological insurgency of the need for what at first was presented as a series of technical changes in economic policy. However, neoliberalism quickly became a revolutionary agenda for re-ordering the social democratic state. Captured: How neoliberalism transformed the Australian state directs attention to the central role of state power not just to remake markets, but also to remake a broad swathe of political life, social policy and citizenship. In seeking to undermine the power of organised labour and “unleash” market capitalism, neoliberalism promised a surge of competition, productivity and common prosperity. For the wealthy few, this has indeed been an historically unprecedented time of capital accumulation, but for most, the results have been profoundly disappointing. Today, neoliberalism is in crisis. We are living through an age of great instability, disillusionment and despair. Inequality of income and wealth has been rising; a majority of workers have experienced long-term declining relative living standards; corporate political and market power has reached historic levels; and younger generations are increasingly giving up the expectation of attaining the living standards of their parents. The status of prevailing neoliberal ideas and policy is in increasing disarray. But without a coherent understanding of the ideas and interests driving neoliberalism, many people have turned to incoherent populism for an explanation and salvation and, failing that, even to forms of nihilism. Disillusion and anxiety constitute the dominant mood among the economic and policy elites, within Australia and internationally. Captured presents a series of case studies from leading public policy experts, building critical new insights into the malaise that has characterised the neoliberal era. Inspired by Karl Polanyi's assertion that a self-adjusting market cannot persist without undermining the human and natural fabric of society, this book explores the critical role of market regulation in sustaining capitalism. It defends the thesis that "regulation is saving capitalism," while acknowledging the cyclical nature of market regulation: periods of regulation are often followed by waves of deregulation, creating “a swinging pendulum” phenomenon. Combining approaches from political economy and history of regulatory approaches in theory and practice, the book investigates the sensitivity of the pendulum to its driving forces incl. “material causes,” changes in a political power, competing interests, etc. It verifies the capacity of two main theories of regulation to explain this cyclical phenomenon. Part I. of the book examines, with a specific focus on regulation in the European Union, main goals of regulation, the redistributive effects of regulation, regulatory capture by vested interests including “international policing mechanisms,” risks of regulatory failure, the dangers of overregulation, and limits of self-regulation as well as questions the efficacy of the Better Regulation agenda. Part II. provides an in-depth analysis of financial regulation, it explores the key endogenous factors and some exogenous factors of financial instability (like COVID-19, climate change) which underline the need to regulate financial capitalism in order to maintain financial stability without jeopardising innovation, growth and competitiveness. It discusses the rapid evolution of European financial regulation since the 2007/8 financial crisis, including efforts to complete the European Banking Union, advance the European Capital Market, and promote Sustainable finance.
