After a decade, internet now reaches the Asian region as well as African countries intensively while USA, Canada and Europe are focusing newer inventions. Within the Asian region it exists considerably another technological gap among countries. The countries with higher income such as Japan, Singapore, South Korea has succeeded in implementing ICT in all social and economic areas. The rest of the countries, including China, Malaysia, Thailand, Indonesia, Philippines, Vietnam, Laos, Cambodia, are far behind in information technology. Nevertheless, it ́s necessary for all nations, weather developed or developing, to keep on nurturing ICT development to be a part of connected world. The question is how a nation can successfully adopt ICT and benefit from all advantages at best. Unfortunately, there is no common guideline for all countries. Without identifying specific factors of each country and a lot of effort made by government, no country can achieve high ICT performance in the long run. The purpose of this paper is three-fold:To identify the characteristics and political options of a country, that would affect the success of ist ICT adoption. To identify clusters of nations upon the international ICT indices and GNI per capita To provide an overall guideline that incorporates these nations toward developing higher ICT indices. This paper shows income level and social background can play very important roles in country ́s ICT development.

Master's Thesis from the year 2013 in the subject Business economics - Economic Policy, grade: 1.3, University of Wuppertal, language: English, abstract: The purpose of this paper is three-fold: - To identify the characteristics and political options of a country, that would affect the success of its ICT adoption. - To identify clusters of nations upon the international ICT indices and GNI per capita - To provide an overall guideline that incorporates these nations toward developing higher ICT indices. [...] This paper shows income level and social background can play very important roles in country ́s ICT development. Within Asian region, South Korea represents the developed group, China and Vietnam characterize the developing group. China and Vietnam have similar political structure but the first is much bigger than the latter. Therefore, ICT implementation is different between these 2 countries. This paper is organized as follow, first, short overviews of ICT development as well as the advantages of ICT. Second, 3 countries (South Korea, China and Vietnam) are described in details in both national characteristics and ICT performance. In this section, the ICT industry and development of each country are analyzed in terms of what they have done to adopt ICT as well as how much progress has been made. In section 4, the information about popular ICT ranking indices are given. The 10 three chosen indices are Networked Readiness Index, Digital Economy Ranking and ICT Development Index. The empirical research of cluster building for 12 selected countries is presented in Section 5. In the final section, the guidelines for better ICT adoption are presented. In particularly, Vietnam and China are discussed in more details and their political recommendation is drawn. The data used in this paper are mostly from World Bank, Information Technology Union. The indicators and indexes provided are for 2010 or 2011. Because the crisis from 2007-2009 could affect negatively in the world economy and ICT particularly, GNI per capita and GDP growth rate of 2010 present relatively better research result.

One of the most striking phenomena of China’s remarkable economic growth is that its huge volume of exports are becoming high-tech. China is now the world's largest Information and Communication Technology (ICT) exporter, having overtaken Japan and the European Union in 2003 and the United States in 2004. China's ICT industry is also the largest manufacturing sector within the Chinese economy. This book examines how China has attained this leading position and presents one of the first accounts of China’s ICT development model with specific reference to the experiences of East Asian 'tigers'. It shows how the development of the industry was military-driven before 1978, and how subsequently Chinese policymakers, struggling with domestic market reform and challenged by trade liberalisation and globalisation, managed to push through ICT development strategies. Overall, it discusses the debates between policymakers as to the most appropriate economic development strategy for 'catching-up' and demonstrates how China moved away from the across-the-board protectionist and interventionist industrial policies pursued by many developing countries, but has not wholeheartedly followed the neo-liberal free trade and market polices favoured by the World Bank, WTO and IMF. By doing so, it sheds light on the limitations of China’s strategies moving forward, and identifies policy lessons for other developing countries.

Agriculture is becoming increasingly knowledge intensive: farmers have to make more and more complex decisions on the use of their land, the selection of the agricultural commodities they plant, the choice of markets on which to sell their agricultural products and other key decisions that impact their livelihoods and that of society. The development of ICTs is a major driver of economic growth. It is also an accelerator for innovation and change. FAO has been promoting the use of ICTs in agriculture and has focused on ICT innovation in improving agricultural production and value chains. However, innovation is an elusive combination of people, processes and technologies. Many projects put technology alone at the core of proposed solutions intended to address emerging and existing challenges, but this is not a sustainable solution in many cases. Recently, FAO and the International Telecommunication Union, have jointly prepared a National e-Agriculture Strategy Guide which aims to help countries mainstream ICTs into agriculture and develop or revitalize e-agriculture strategies in line with agricultural goals and priorities. This paper is intended to assist policy-makers and stakeholders of e-agriculture in transition economies to map the policy and technological environment in their countries, would show case e-agriculture initiatives in Central and Eastern Europe and Central Asia and provide with recommendations on formulation of e-agriculture strategies.

As such it is the emergent paradigm for research. The book reviews the historical, technological and social context for the rising of Networked Public, analyzes its constituents and characteristics, and discusses the categories and features of social media in China. By analyzing abundant cases from recent years, the book provides answers to the key questions at micro, meso and macro-levels, including how information flows under regulation in the process of Networked Public Communication; what its features and models are; what collective action strategies and“resistance culture”have been developed as a result of Internet regulate; the nature of power games among Networked Public, mass media, political forces and capital, and the links with the development of Chinese civil society.

In this era of globalization, every region and country in the world is pursuing some kind of integration to further its economic, geo-political, and strategic interests. This book explores the prospects for and challenges to services integration in South Asia through an in-depth analysis of services such as telecommunications, energy, tourism, health, and education. Identifying trends in performance, policy issues, and the status of intra-regional trade and investment initiatives, the book argues the case for services integration under the South Asian Free Trade Area (SAFTA). It also stresses the need to address cross-cutting issues of regional mobility of service providers, taxes, transport, trade, research and development, and regulatory cooperation. Expanding the existing work on South Asian integration to cover services from an intra-regional perspective, this book is an important reference for future academic and policy work in South Asia. The industry, country, and regional level statistics provided by the book serve as a useful resource for taking stock of output, employment, trade, and investment in services in this region.

Information and communication technologies (ICTs) are increasingly being recognized as essential tools of development--tools that can empower poor people, enhance skills, increase productivity and improve governance at all levels. The success of ICT-enabled development (or e-development) will thus not be measured by the diffusion of technology, but by advances in development itself: economic growth and, ultimately, achievement of the Millenium Development Goals. This volume examines a wide range of issues related to e-development, with a focus on the requirements and realities of using ICTs to advance development goals. The report does not attempt to present a comprehensive overview of e-development. Rather, it highlights key issues that have immediate relevance to policy makers in developing nations who make decisions on investments and development goals. It highlights two issues in particular, e-government and e-education, because ICT applications in these areas can lead to significant development outcomes and can also be successfully deployed through public-private partnerships, leveraging limited government funding to achieve greater impact.
