Dieser umfasst die aktive Rekrutierung neuer Mitarbeiter in Netzwerken, die Bearbeitung von Bewerbungen, die Kommunikation mit Bewerbern und die letztendliche Auswahl der neuen Mitarbeiter und der dabei eingesetzten Methoden. Die Auswirkungen der Globalisierung, der Digitalisierung und des demographischen Wandels machen auch vor der Arbeit der Personalabteilung nicht halt. So stellt der Fachkräftemangel für viele Unternehmen eine zentrale Herausforderung dar. Daher versuchen sich Unternehmen bereits seit einigen Jahren auf den "War for Talents" vorzubereiten, da laut verschiedenen Studien bis 2030 mit einem Mangel von 4,9 Millionen Fachkräften in Deutschland zu rechnen ist. Aus diesem Grund sehen sich viele Unternehmen nach potenziellen Lösungsansätzen um. Immer mehr greifen hierbei zu digitalen beziehungsweise maschinellen Hilfsmitteln, die durch den Trend der Digitalisierung forciert wurden und die Arbeit in den Personalabteilungen automatisieren sollen. Die Überlegungen beginnen hier bei der standardisierten Eingangsmail, welche automatisiert bei einem Bewerbungseingang versendet wird, die heute schon als eine Selbstverständlichkeit angesehen wird. Sie gehen jedoch mittlerweile durch den Einsatz von Künstlicher Intelligenz deutlich weiter und sind bisher noch nicht an ihre Grenzen gestoßen.
