The ever increasing relevance of European law which involves replacement or supplementation of and interaction with national law not only affects the states in Europe but also, and foremost, the citizens. The rights of the citizens in Europe are protected by the European Fundamental Rights and Freedoms. The aim of this textbook is to grasp and illustrate the meaning of these rights and to integrate it into a coherent system. For this purpose the book not only deals with the pertinent law of the European Union and the European Community, but also with the European Convention for the Protection of Human Rights and Fundamental Freedoms which, too, is becoming more and more important. In addition, regard is had to the Charter of Fundamental Rights of the Union which forms part of the Treaty establishing a Constitution for Europe. Although the Charter is not yet legally binding since the Constitution has not been ratified by all EU Member States, the Community Courts already make reference to it as a concentrate of the constitutional traditions common to the Member States. It therefore does not seem entirely unlikely that the Charter might be included into the existing Treaties irrespective of the future constitutional developments on the EU level. On a similar anticipatory basis the book also takes into account those Protocols to the European Convention for the Protection of Human Rights and Fundamental Freedoms that have not yet entered into force.

Since their spectacular rise in the 1990s, Russian gangs have remained entrenched in many parts of the country. Some gang members have perished in gang wars or ended up behind prison bars, while others have made spectacular careers off the streets and joined the Russian elite. But the rank and file of gangs remain substantially incorporated into their communities and society as a whole, with bonds and identities that bridge the worlds of illegal enterprise and legal respectability. In Gangs of Russia, Svetlana Stephenson explores the secretive world of the gangs. Using in-depth interviews with gang members, law enforcers, and residents in the city of Kazan, together with analyses of historical and sociological accounts from across Russia, she presents the history of gangs both before and after the arrival of market capitalism. Contrary to predominant notions of gangs as collections of maladjusted delinquents or illegal enterprises, Stephenson argues, Russian gangs should be seen as traditional, close-knit male groups with deep links to their communities. Stephenson shows that gangs have long been intricately involved with the police and other state structures in configurations that are both personal and economic. She also explains how the cultural orientations typical of gangs—emphasis on loyalty to one’s own, showing toughness to outsiders, exacting revenge for perceived affronts and challenges—are not only found on the streets but are also present in the top echelons of today’s Russian state.

The organized crime group that dominates much of the socioeconomic life of contemporary Naples, the Camorra, is organized by kin and geography, and it is notoriously the most violent, fractious, and disorganized mafia in Italy. The Camorra controls local extortion rackets, the drug and counterfeit trades, and other legal and illicit activities as well as wielding substantial political influence throughout Naples and its environs. Felia Allum has been researching the Camorra for twenty years, and in The Invisible Camorra she reveals a surprising alteration in Camorra behavior when operatives live outside the Neapolitan base. When gang members move away from Naples, having been forced out by intense policing and gang competition, they are attracted by business opportunities that, on the whole, fit in with their usual activities. When they move to other parts of Western Europe and are therefore no longer criminals simply by virtue of "mafia association" as they are in Italy, they become largely invisible. Gang members avoid the spectacular deployment of violence, they merge quietly into local life, they keep themselves to themselves, and, when necessary, use legitimate local actors such as lawyers and accountants to further their economic well-being. Allum has constructed a meticulous description and analysis of Camorra activities abroad. To build accounts of the Camorra in Germany and the Netherlands, France, Spain, and the United Kingdom, she has interviewed investigating magistrates, police officers, and confessed criminals; done substantial mining of Italian and European police data; and made extensive use of judicial investigations, court records and transcripts as well as of journalistic accounts. The result is the first systematic analysis of the overseas activities of this major criminal organization.
