Today it is widely recognised that the 'long 1970s' was a decisive international transition period during which traditional, collective-oriented socio-economic interest and welfare policies were increasingly replaced by the more individually and neo-liberally oriented value policies of the post-industrial epoch. This book opens new perspectives into the Cold War ideological confrontations. Using Austria and Finland as an example, it shows how the Cold War battles for the hearts and minds of the people also influenced policies in countries that wished to stay outside the conflict. Following the model of older European neutrals, Austria and Finland sought to combine neutrality with democracy. The combination was eagerly challenged by ideological Cold Warriors on both sides of the divide and questioned at home too. Was neutrality risking the neutrals’ commitment to democracy, or did the commitment to the western type of democracy threaten their commitment to neutrality? Confronting these doubts grew into an organic part of practicing neutrality in the Cold War world. The neutrals needed to be exceptionally clear regarding the ideological foundations of their neutrality. Successful neutrality required a great deal of conceptual consistence and domestic unanimity. None of this was pre-given in Austria or Finland. However, in the model of Switzerland and Sweden, (armed) neutrality was systematically integrated with the official state ideology and promoted as a part of national identity. Legacies of these policies outlived the end of the Cold War.

Auf europäischer Ebene bildet der Zweite Weltkrieg einen geteilten transnationalen Bezugspunkt. Dabei dienten besonders die Deutschen als sogenanntes Tätervolk bis weit in die neunziger Jahre als Gesamtprojektionsfläche für die Verantwortung des Zweiten Weltkrieges und des Holocaust. In Finnland wiederum, beim einzigen demokratischen Verbündeten Deutschlands in den Jahren 1941-1944, ist die Erinnerung an den Zweiten Weltkrieg über Jahrzehnte hinweg positiv geblieben. Kriege sind als zentrale Ereignisse im kollektiven Gedächtnis von Kulturen immer präsent, allerdings sind es jeweils unterschiedliche Elemente, die in den Erinnerungsdiskursen einzelner Erinnerungsgemeinschaften zu den zentralen Bezugsereignissen werden. Als Folge dessen entwickeln sich auf nationaler Ebene besondere Strategien im Umgang mit der Vergangenheit zum Aufbau einer moralisch akzeptablen kollektiven Identität, weil Erinnerungsgemeinschaften aus dem kulturellen Gesamtvorrat möglicher Vergangenheitsbezüge nur partikulare Ausschnitte zum Zwecke ihrer Identitätskonstruktion aktualisieren und diese nach Maßgabe gegenwärtiger Relevanzstrukturen auslegen. Das Ziel dieser Arbeit ist es, ausgewählte samische, finnische und deutsche Literatur nach 1945 mit Bezug zum Thema Krieg in Lappland 1941-1945 im Zusammenhang mit ihrem jeweiligen kulturellen Kontext, in dem sie eingebettet sind, nach diskursanalytischem Ansatz daraufhin zu untersuchen, welche normativen Bewusstseinszustände dabei erkennbar werden, um daraus Rückschlüsse auf das kollektive Gedächtnis der jeweiligen Erinnerungsgemeinschaften zu ziehen, um auf deren Grundlage Gemeinsamkeiten bzw. Diskrepanzen in der samischen, finnischen und deutschen kollektiven Wahrnehmung zum Thema Krieg in Lappland 1941-1945 herauszuarbeiten.

Mit dem Bau der Berliner Mauer im Jahre 1961 wurde die deutsche Zweistaatlichkeit im wahrsten Sinne des Wortes zementiert. Wie für alle Bereiche der Gesellschaft, wurde in der Folge in der DDR auch von den Geistes- und Gesellschaftswissenschaften eine klare Abgrenzung von der "bürgerlichen Ideologie und Wissenschaft", besonders der Forschung in der Bundesrepublik gefordert. Auf der anderen Seite strebte die DDR nach der internationalen Anerkennung als souveräner Staat. Für diesen Zweck wurden einerseits der Spitzensport, andererseits die Vermittlung der deutschen Sprache im Ausland (die als Teil der Auslandspropaganda verstanden wurde) besonders instrumentalisiert. Einen besonderen Schwerpunkt spielten im letztgenannten Bereich die nordischen Länder, insbesondere Finnland. Die Konkurrenz der beiden deutschen Staaten auf dem Gebiet der auswärtigen Kultur- und Wissenschaftspolitik, bei der Entsendung von DeutschlektorInnen an die Universitäten und Kulturzentren, der regelmäßigen Organisation von gemeinsamen Konferenzen auf den Gebieten der Geschichtswissenschaft, der germanistischen Linguistik, der Sprachmittlung und Landeskunde währte bis zum Ende der deutschen Zweistaatlichkeit. Sowohl die Bundesrepublik als auch die DDR rangen eifersüchtig um die Gunst der germanistischen FachkollegInnen in Finnland, um die Präsenz des eigenen Landes in der Wissenschaftslandschaft zu erhöhen. Während die Bemühungen der DDR um die Entwicklung ihrer Auslandspropaganda, inklusive jener in den nordischen Ländern, in mehreren Dissertationen, Monographien und Sammelbänden unter Einbeziehung von Archivmaterialien bereits recht gut untersucht wurden, wird eine genauere Beschreibung der Formen der Zusammenarbeit auf dem Gebiet der germanistischen Sprachwissenschaft zwischen Finnland und den beiden deutschen Staaten erstmals in diesem Band vorgenommen.
