Hangon vuokra-alueen neuvostojoukot muodostivat selkeän uhkan Suomen turvallisuudelle. Vuokra-alue olisi voinut toimia muutaman divisioonan maihinnousun lähtöalueena Suomen keskeisten kaupungien kuten Helsingin, Turun ja jopa Tampereen valtaukselle.
