This book brings clarity and understanding to the concept of accountability through the lens of conceptual political analysis. As the structure of the modern state has become more complex, the architecture of accountability has itself needed to evolve and re-orientate in an attempt to keep pace. This has led to an increased emphasis not on accountability per se but on different kinds or types of accountability. As such, it is argued here that accountability has emerged to become a concept with adjectives and there is a real need to properly understand accountability in an increasingly fractured world. The theoretical and analytical glue that binds all of the chapters in this collection is a commitment to working within the contours of the work of the philosopher, Giovanni Sartori. This is an approach that has been used to tease apart and interrogate a range of concepts including terrorism, governance, coups, gender equality, deliberation, warfare, clientelism, hybrid regimes, democracy, right through to art, love, rape and violence. It is also an approach that facilitates the cultivation of complex debates concerning the limits of conceptual flexibility. The volume consists of twelve chapters, grouped into three main parts. The introductory part provides the foundations for the collection. Part I on Power explores the normative dimensions of accountability as a means to control and regulate power. Part II on Politics focuses inter alia on accountability following a period of crisis and the emergence of new technology such as algorithms. The final part, Part III, on Particularities looks at concepts such as social accountability and what is meant by supplementary accountability. This broad-ranging collection increases the conceptual toolkit that social and political scientists and lawyers can use to interrogate change at a number of levels and in a range of sectors. Whether through a focus on moral, individual or gendered accountability, or through a shift towards clashing, stakeholder or social accountability, there is a clear flow and coherence through the chapters. The volume will be of interest to academics and researchers working in the areas of Legal and Political Theory, Legal and Political Philosophy and Accountability Studies.

Designing Governance Structures for Performance and Accountability discusses how formal and informal governance structures in Australia, the People’s Republic of China (PRC) and Taiwan may be designed to promote performance and to ensure accountability. The book presents a selection of papers developed from the Greater China Australia Dialogue on Public Administration’s seventh workshop held in June 2017 hosted by City University of Hong Kong. Insights are provided on both current developments in the different contexts of the three jurisdictions examined, and on broader institutional and organisational theories. Chapters cover theories of organisational forms and functions in public administration, the ‘core’ agency structures used in the different jurisdictions, the structures used to deliver public services (including non-government organisational arrangements) and other ‘non-core’ agency structures such as government business enterprises, regulatory organisations and ‘integrity’ organisations. A particular emphasis is placed on the institutional arrangements the executive arm of government uses for advising on and implementing government policies and programs. Although the book explores arrangements and developments within very different political governance systems, the purposes of the structures are similar: to promote performance and accountability. This book is a companion volume to Value for Money: Budget and Financial Management Reform in the People’s Republic of China, Taiwan and Australia (ANU Press, 2018).

How engineers in the mining and oil and gas industries attempt to reconcile competing domains of public accountability. The growing movement toward corporate social responsibility (CSR) urges corporations to promote the well-being of people and the planet rather than the sole pursuit of profit. In Extracting Accountability, Jessica Smith investigates how the public accountability of corporations emerges from the everyday practices of the engineers who work for them. Focusing on engineers who view social responsibility as central to their profession, she finds the corporate context of their work prompts them to attempt to reconcile competing domains of accountability—to formal guidelines, standards, and policies; to professional ideals; to the public; and to themselves. Their efforts are complicated by the distributed agency they experience as corporate actors: they are not always authors of their actions and frequently act through others. Drawing on extensive interviews, archival research, and fieldwork, Smith traces the ways that engineers in the mining and oil and gas industries accounted for their actions to multiple publics—from critics of their industry to their own friends and families. She shows how the social license to operate and an underlying pragmatism lead engineers to ask how resource production can be done responsibly rather than whether it should be done at all. She analyzes the liminality of engineering consultants, who experienced greater professional autonomy but often felt hamstrung when positioned as outsiders. Finally, she explores how critical participation in engineering education can nurture new accountabilities and chart more sustainable resource futures.

This book focuses on education policy framework for educating marginalized children in sub-Saharan Africa. It uses “marginality” as a critical discourse to highlight the complicated ways education policy making in sub-Saharan Africa have constructed and perpetuated marginality in the region since Africa’s encounters with Europe. The book is organized around two parts, each of which discusses a specific dimension of the marginality and education policy nexus. Part I focuses on theorizations of marginality and education. The theoretical framework on marginality and education outlines the definitional and conceptual backgrounds on marginality – the complicated ways policies of the Christian missionaries, colonial governments and postcolonial governments constructed and perpetuated marginality in the region. Part II focuses on addressing the issue of marginality from theory to practice. These chapters highlight the ways policies shaped the educational development, schooling processes, and educational outcomes of selected marginalized communities and groups. Attention is given to schooling in rural communities, the complexities of girls’ education in rural contexts, education of Zongo Muslim communities, violence in school in rural contexts, and education collaboration in rural traditional communities. The book argues that education policies in sub-Saharan Africa fail to address the educational needs of marginalized children because current policy frameworks ae not based on examination of colonial policies which created the existing marginality. In order to implement policies that address policy gaps and meet the educational needs of marginalized children, strong synergies are necessary between education policy makers, other education stakeholders, and marginalized communities.
