This volume is a compendium of papers presented during the International Workshop on Air Traffic Management, which took place in Capri, Italy, on September 26-30, 1999. The workshop was organized by Italian National Research Council in co-operation with the University of Rome "Tor Vergata", and the Massachusetts Institute of Technology (MIT). This was the fifth in a series of meetings held periodically over a ten-year span for the purpose of encouraging an exchange of views and fmdings by scientists in the field of Air Traffic Management (A TM). The papers presented at the workshop dealt with a wide range of topics and covered different aspects that are currently important in Air Traffic Control and Air Traffic Management. This volume contains only a subset of the papers presented, namely the ones that addressed the main area emphasis in the workshop, new concepts and methods. The subject of the first two papers is Collaborative Decision Making (CDM), a concept which embodies, to a large extent, the new philosophy of partial decentralization and increased delegation of responsibilities to users in A TM operations. In the first of these papers Wambsganss describes the original CDM project and its initial implementation in the form of the Ground Delay Program Enhancements. He also provides a brief description of some of the tools that have been developed as part of the CDM effort and identifies future research and development requirements.

Air traffic management (ATM) comprises a highly complex socio-technical system that keeps air traffic flowing safely and efficiently, worldwide, every minute of the year. Over the last few decades, several ambitious ATM performance improvement programmes have been undertaken. Such programmes have mostly delivered local technological solutions, whilst corresponding ATM performance improvements have fallen short of stakeholder expectations. In hindsight, this can be substantially explained from a complexity science perspective: ATM is simply too complex to address through classical approaches such as system engineering and human factors. In order to change this, complexity science has to be embraced as ATM's 'best friend'. The applicability of complexity science paradigms to the analysis and modelling of future operations is driven by the need to accommodate long-term air traffic growth within an already-saturated ATM infrastructure. Complexity Science in Air Traffic Management is written particularly, but not exclusively, for transport researchers, though it also has a complementary appeal to practitioners, supported through the frequent references made to practical examples and operational themes such as performance, airline strategy, passenger mobility, delay propagation and free-flight safety. The book should also have significant appeal beyond the transport domain, due to its intrinsic value as an exposition of applied complexity science and applied research, drawing on examples of simulations and modelling throughout, with corresponding insights into the design of new concepts and policies, and the understanding of complex phenomena that are invisible to classical techniques.

This paper describes an automated air-traffic-management concept that has the potential for significantly increasing the efficiency of traffic flows in high-density terminal areas. The concept's implementation depends on techniques for controlling the landing time of all aircraft entering the terminal area, both those that are equipped with on-board four-dimensional (4D) guidance systems as well as those aircraft types that are conventionally equipped. The two major ground-based elements of the system are a scheduler which assigns conflict-free landing times and a profile descent advisor. Landing times provided by the scheduler are uplinked to equipped aircraft and translated into the appropriate 4D trajectory by the on-board flight-management system. The controller issues descent advisories to unequipped aircraft to help them achieve the assigned landing times. Air traffic control simulations have established that the concept provides an efficient method for controlling various mixes of 4D-equipped and unequipped, as well as low- and high-performance aircraft. Piloted simulations of profiles flown with the aid of advisories have verified the ability to meet specified descent times with prescribed accuracy.
