In April 1982 the Agricultural Research Service (ARS) of the U.S. Department of Agriculture began a major ongoing review by sponsoring an internal symposium aimed at defining comprehensive, long-range planning goals in bioregulation. The study of the ARS research programs concerned ith bioregulation was to be conducted by the appointed Committee on Biosciences Research in Agriculture. In the committee's view of basic agricultural research as it is conducted within Agricultural Research Service (ARS) laboratories and within organizations throughout the country, three important features determine program planning direction. These are (1) the quickening pace of discovery, (2) the development of new molecular and cellular techniques that enhance current research practices, and (3) the necessity of interdisciplinary collaborations to determine and understand the basic processes of nature, particularly as they relate to efficient plant and animal productivity and health. In realizing how these and other factors will influence the agricultural sciences in the United States for several decades, the ARS has seized the opportunity to reevaluate the structure and substance of its research programs. In the following summary of recommendations the National Research Council's Committee on Biosciences Research in Agriculture suggests ways to focus currently strong basic ARS research programs and identifies areas demanding new or expanded emphasis that will help the agency accomplish its goals.

Agricultural research and development have profoundly increased the quantity and quality of food production in the twentieth century. As populations increase, however, and land and water resources become more scarce, we must improve productivity and efficiency to provide adequate food supplies. Issues such as the environment, genetic diversity, food safety, poverty, human health, animal rights, public versus private responsibilities, and the question of intellectual property rights further complicate this task. Agricultural Science Policy: Changing Global Agendas consists of twelve chapters that describe important issues in agricultural science policy, the relevant facts, current economic thinking, and new results. Topics Include: Changing Global Contexts and Agendas for Agricultural R & D; Productivity Measures and Measurement; Research, Productivity, and Natural Resources; Research for Genetic Improvement; and a Conclusion, which suggests directions for the future. The chapters in this volume will provide researchers and policy makers with a timely review of progress on the existing agenda as well as laying the foundation for a new agenda and new directions for global agricultural science policy in the 21st century. This report is a congressionally mandated review of the US Department of Agriculture's Research, Education, and Economics (REE) mission area, the main engine of publicly funded agricultural research in the United States. A changing social and scientific context of agriculture requires a new vision of agricultural research-one that will support agriculture as a positive economic, social, and environmental force. REE is uniquely positioned to advance new research frontiers in environment, public health, and rural communities. The report recommends that REE be more anticipatory and strategic in its use of limited resources and guide and champion new directions in research.

How relevant are the classic theories of agrarian change in the contemporary context? This volume explores this question by focusing upon the defining features of agrarian transformation in the 21st century: the financialization of food and agriculture, the blurring of rural and urban livelihoods through migration and other economic activities, forest transition, climate change, rural indebtedness, the co-evolution of social policy and moral economies, and changing property relations. Combined, the eleven contributions to this collection provide a broad overview of agrarian studies over the past four decades and identify the contemporary frontiers of agrarian political economy. In this path-breaking collection, the authors show how new iterations of long evident processes continue to catch peasants and smallholders in the crosshairs of crises and how many manage to face these challenges, developing new sources and sites of livelihood production. This volume was published as part one of the special double issue celebrating the 40th anniversary of the Journal of Peasant Studies.
