Policy transfer analysis seeks to make sense of the cross-cultural transfer of knowledge about institutions, policies or delivery systems in an era of globalization. The purpose of this volume is to evaluate how useful policy transfer analysis is as a descriptive, explanatory and prescriptive theory of policy change. It provides both a response to its critics and it presents a variety of new directions for studying processes of policy transfer. The chapters proceed from an underlying assumption about the field of enquiry; that policy transfer analysis alone cannot provide a general explanatory theory of policy change but when combined with other approaches an empirically grounded account of policy change can be developed. Hence each of the chapters adopt a methodological pluralism in which complementary theories of policy development are combined in order to develop a theory of policy change that accounts for the role of particular agents of policy transfer in forging policy change. This is an important contribution to our understanding of the impact of globalization on domestic policy formulation. This book was previously published as a special issue of Policy Studies.

This book analyses the World Bank’s provision of technical assistance from 1946 to the present day. It argues that the relational dynamics between technical assistance provider and recipient affects the legitimacy of policy norms travelling from the ‘international’ to the ‘domestic’. Beginning from the constructivist position that ‘development’ is a social construct, the author contends that successful policy movement via technical assistance depends on the recipient’s perception of the validity of policy reforms, with perception being influenced by the way those ideas and practices are presented, packaged, and transferred. In advancing this argument, Bazbauers analyses four pillars of World Bank technical assistance: technical assistance components (advisory services incorporated within lending operations), stand-alone technical assistance projects (projects designed to solely deliver technical assistance), survey missions (activities involved in measuring the development status of developing countries), and training institutes (the courses of the Economic Development Institute and World Bank Institute).

Global policy making is unfurling in distinctive ways above traditional nation-state policy processes. New practices of transnational administration are emerging inside international organizations but also alongside the trans-governmental networks of regulators and inside global public private partnerships. Mainstream policy and public administration studies have tended to analyse the capacity of public sector hierarchies to globalize national policies. By contrast, this Handbook investigates new public spaces of transnational policy-making, the design and delivery of global public goods and services, and the interdependent roles of transnational administrators who move between business bodies, government agencies, international organizations, and professional associations. This Handbook is novel in taking the concepts and theories of public administration and policy studies to get inside the black box of global governance. Transnational administration is a multi-actor and multi-scalar endeavour having manifestations, depending on the policy issue or problems, at the local, urban, sub-regional, sub-national, regional, national, supranational, supra-regional, transnational, international, and global scales.
