There are in the Middle East today two challenging ideas: old and new. The old ideas will vanish because they are weak and exhausted. There is in the Middle East an awakening that defies slumber. This awakening will conquer because the sun is its leader and the dawn is its army. In the fields of the Middle East, which have been a large burial ground, stand the youth of Spring calling the occupants of the sepulchers to rise and march toward the new frontiers. When the Spring sings its hymns the dead of the winter rise, shed their shrouds and march forward. There is on the horizon of the Middle East a new awakening; it is growing and expanding; it is reaching and engulfing all sensitive, intelligent souls; it is penetrating and gaining all the sympathy of noble hearts. The Middle East, today, has two masters. One is deciding, ordering, being obeyed; but he is at the point of death. But the other one is silent in his conformity to law and order, calmly awaiting justice; he is a powerful giant who knows his own strength, confident in his existence and a believer in his destiny. There are today, in the Middle East, two men: one of the past and one of the future. Which one are you? Come close, let me look at you and let me be assured by your appearance and your conduct if you are one of those coming into the light or going into the darkness.

The papers are divided into four sections: The Oceanic Reach has papers reflecting on the received knowledge regarding the historical role and reach of the Indian Ocean and providing new insights in the evolving dynamics of the region. The section on Literature and Culture has essays reflecting the different trajectories within Humanities and Cultural Studies through which Indian Ocean has stimulated the imagination of scholars, intellectuals, diasporic writers, and culture historians. The section on Roots and Routes includes accounts of the historical, cultural, religious, trade and diasporic linkages across oceanic communities inhabiting the vast expanse of the Indian Ocean. The final section on Power Games includes papers that deal with the increasing interests of various international powers in the Indian Ocean region particularly in the context of the shift from the Asian land mass to the enormous presence of the Indian Ocean, and the economic, political and strategic significance that it has for the entire region. China’s westernmost province of Xinjiang has experienced escalating cycles of violence, interethnic strife, and state repression since the 1990s. In their search for the roots of these growing tensions, scholars have tended to focus on ethnic clashes and political disputes. In Natural Resources and the New Frontier, historian Judd C. Kinzley takes a different approach—one that works from the ground up to explore the infrastructural and material foundation of state power in the region. As Kinzley argues, Xinjiang’s role in producing various natural resources for regional powers has been an important but largely overlooked factor in fueling unrest. He carefully traces the buildup to this unstable situation over the course of the twentieth century by focusing on the shifting priorities of Chinese, Soviet, and provincial officials regarding the production of various resources, including gold, furs, and oil among others. Through his archival work, Kinzley offers a new way of viewing Xinjiang that will shape the conversation about this important region and offer a model for understanding the development of other frontier zones in China as well as across the global south.
