The determination of the hazards resulting from the accidental or deli berate contamination of terrestrial and aquatic environments is in most countries still lirnited to the detection and quantification of the suspected pollutants by chemical analyses. Such an approach is unfortunately hampered by the following constraints : the costs as weil as the technical difficulties of analyzing every individual chemical which may be present in the sampies, and the difficulty of assessing the hazards and risks of environmental contaminations from a set of chemical data. During the last decades the scientific and regulatory community has gradually realized that biological methodologies have to be taken into consideration for an ecologically meaningful assessment of the toxicological hazards of contaminants. Effect evaluations obtained with biological techniques indeed integrate the impact of all the contaminants to which living biota are exposed. Bioassays with selected test species representative for the biological commumtles of the environments under consideration, are now applied more or less regularly to determine toxic and genotoxic effects. Taking into account the species specific and chemical specific character of toxicity to biota, the necessity of a «battery of tests» approach with species of different trophic levels is currently also generally accepted and implemented. It is dear that a balanced partnership between chemical, biological, toxicological and microbiological analyses is always the best strategy for generating the broadest information base on environmental hazards.

R. Wagner The European list of wastes (LOW) (Commission Decision 2000/532/EC and updates) is the basic foundation for the implementation of waste legislation in Europe. It contains a harmonized list of different types of waste and categorizes them according to their origin or generation process. It provides for a uniform description of wastes through the application of a uniform nomenclature and the assignation of certain waste code numbers, for example, in permits or for monit- ing purposes. It also labels those hazardous wastes that are subject to a number of special provisions in both European and national legislation, for example, with regard to monitoring, licenses for installations, and national obligations regarding giving notice and transfer of responsibilities. The Waste Catalogue Ordinance (AVV) transposed the European LOW into German legislation in late 2001. This ordinance encompasses 840 codes of waste in 20 main chapters, classifies 400 types of waste as hazardous, and contains mirror entries for about 200 types of waste. The latter term classifies waste either as hazardous or non-hazardous, depending on certain physical or chemical properties. The ordinance defines 14 hazard criteria (H criteria), including criterion H14 “ecotoxic,” in order to classify waste with regard to properties that render it hazardous. Unfortunately, the LOW is incomplete. Depending on the classification of h- ard, specific concentrations of solids are laid down for the majority of properties relevant for health and workers’ protection.

The science of ecotoxicology and the practice of ecological risk assessment are evolving rapidly. Ecotoxicology as a subject area came into prominence in the 1960s after the publication of Rachel Carson's book on the impact of pesticides on the environment. The rise of public and scientific concern for the effects of chemical pollutants on the environment in the 1960s and 1970s led to the development of the discipline of ecotoxicology, a science that takes into account the effects of chemicals in the context of ecology. Until the early 1980s, in spite of public concern and interest among scientists, the assessment of ecological risks associated with natural or synthetic pollutants was not considered a priority issue by most government. However, as the years passed, a better understanding of the importance of ecotoxicology emerged and with it, in some countries, the progressive formalization of an ecological risk assessment process. Ecological risk assessment is a conceptual tool for organizing and analyzing data and information to evaluate the likelihood that one or more stressors are causing or will cause adverse ecological effects. Ecological risk assessment allows risk managers to consider available scientific information when selecting a course of action, in addition to other factors that may affect their decision (e. g. , social, legal, political, or economic).
