This book explores the discourse on conflict prevention and peacebuilding by bringing together researchers from China and Switzerland over a series policy dialogues. The Charter of the United Nations, adopted in the immediate aftermath of World War II, is clear about the fundamental necessity for the international community to act in partnership to prevent violent conflict. Given recent shifts in global power dynamics, there is an apparent need for international policy issues to be addressed in ways that are inclusive of a wider variety of perspectives and approaches. Chinese policy actors are increasingly interested in fostering their own discourse on issues of prevention and peacebuilding, rooted in Chinese experience, and engaging with peers from other contexts. The chapters in this volume explore the rationale for conflict prevention and review prevailing academic and practitioner discourses on fundamental questions such as the rationales for why conflicts should be prevented and whether ‘mainstream approaches’ are still relevant. Violent conflicts today are complex and increasinglyprotracted, involving more nonstate groups and regionaland international actors. It is estimated that by 2030—thehorizon set by the international community for achievingthe Sustainable Development Goals—more than half ofthe world’s poor will be living in countries affected byhigh levels of violence. Information and communicationtechnology, population movements, and climate changeare also creating shared risks that must be managed atboth national and international levels.Pathways for Peace is a joint United Nations–WorldBank Group study that originates from the convictionthat the international community’s attention musturgently be refocused on prevention. A scaled-upsystem for preventive action would save betweenUS$5 billion and US$70 billion per year, which couldbe reinvested in reducing poverty and improving thewell-being of populations.The study aims to improve the way in which domesticdevelopment processes interact with security, diplomacy,mediation, and other efforts to prevent conflictsfrom becoming violent. It stresses the importance ofgrievances related to exclusion—from access to power,natural resources, security and justice, for example—thatare at the root of many violent conflicts today.Based on a review of cases in which prevention hasbeen successful, the study makes recommendations forcountries facing emerging risks of violent conflict aswell as for the international community. Developmentpolicies and programs must be a core part of preventiveefforts; when risks are high or building up, inclusivesolutions through dialogue, adapted macroeconomicpolicies, institutional reform, and redistributive policiesare required. Inclusion is key, and preventive actionneeds to adopt a more people-centered approach thatincludes mainstreaming citizen engagement. Enhancingthe participation of women and youth in decisionmaking is fundamental to sustaining peace, as well aslong-term policies to address the aspirations of womenand young people.

The volume explores the nature and impact of such political economies – informal systems of power and influence formed by the interaction of local, national, and region-wide war economies with the political agendas of conflict actors – on the course of UN peace operations. It focuses in detail on the UN’s long-running peace operations in the Democratic Republic of Congo, South Sudan, Afghanistan, Sierra Leone, Mali, and Somalia. The book is centrally concerned with the interaction of UN missions with the power structures and local conflict dynamics that shape individual mission settings, and the challenges these pose for mediation, protection of civilians, and other tasks. It also offers a critical assessment of the various ways in which the UN ‘system’, from its headquarters in New York to the field, has confronted the policy challenges posed by political economies of conflict-affected states, societies, and regions. It advances a pragmatic set of policy recommendations aimed at improving the UN’s ability to confront predatory and exploitative war economies. Why does peace fail? More precisely, why do some countries that show every sign of having successfully emerged from civil war fall once again into armed conflict? What explains why peace "sticks" after some wars but not others? In this illuminating study, Charles T. Call examines the factors behind fifteen cases of civil war recurrence in Africa, Asia, the Caucasus, and Latin America. He argues that widely touted explanations of civil war -- such as poverty, conflict over natural resources, and weak states -- are far less important than political exclusion. Call's study shows that inclusion of former opponents in postwar governance plays a decisive role in sustained peace. Why Peace Fails ultimately suggests that the international community should resist the temptation to prematurely withdraw resources and peacekeepers after a transition from war. Instead, international actors must remain fully engaged with postwar elected governments, ensuring that they make room for former enemies.
