This book is a treatise against neoliberalism illuminated by the path of China. China is a model to be mimicked, but more so theoretically than by replication. If anything, nations of the global South must rid themselves of neoliberally imposed ‘one-size-fits all’ models, instrumentalised to shift value to US empire. Neoliberal models, robbing nations of their histories and resources, are negative ‘best practice’ serving the interests of the hegemon. Developing nations need to search for the theory that corresponds to their own conditions and development strategies. China’s experience, anchored in labour as the historical agent, offers numerous theoretical cues as to how to build comparable home-grown paths. Thinking development with a subject voids reductionist politics in favour of sober class analysis. The study concludes by restating the age-old wisdom that there is no development without the rule of labour.

After two decades of marketizing, an array of national and international actors have become concerned with growing global inequality, the failure to reduce the numbers of very poor people in the world, and a perceived global backlash against international economic institutions. This new concern with poverty reduction and the political participation of excluded groups has set the stage for a new politics of inclusion within nations and in the international arena. The essays in this volume explore what forms the new politics of inclusion can take in low- and middle-income countries. The contributors favor a polity-centered approach that focuses on the political capacities of social and state actors to negotiate large-scale collective solutions and that highlights various possible strategies to lift large numbers of people out of poverty and political subordination. The contributors suggest there is little basis for the radical polycentrism that colors so much contemporary development thought. They focus on how the political capabilities of different societal and state actors develop over time and how their development is influenced by state action and a variety of institutional and other factors. The final chapter draws insightful conclusions about the political limitations and opportunities presented by current international discourse on poverty. Peter P. Houtzager is a Fellow at the Institute of Development Studies, University of Sussex. He has been a visiting scholar at the Center for Latin American Studies, University of California, Berkeley, visiting lecturer at Stanford University, and lecturer at St. Mary's College. A political scientist with broad training in comparative politics and historical-institutional analysis, he has written extensively on the institutional roots of collective action. Mick Moore is a Fellow at the Institute of Development Studies, University of Sussex, as well as Director of the Centre for the Future State. He has been a visiting professor at the Massachusetts Institute of Technology. His professional interests include political and institutional aspects of poverty reduction and of economic policy and performance, the politics and administration of development, and good government.

Today, the world is in the most serious turmoil it has experienced for many centuries. These multiple crises arise from the fundamental mistreatment by capitalist competition of the carrying capacity of the planet. Even before coronavirus, evidently morbid symptoms of over-development led many spatial planners to write of the threat of a new Dark Age. Many advocated a return to policy decentralisation as the Covid-19 crisis demonstrated once again the failure of ‘global controller’ mindsets to manage complex systems successfully. Dislocation: Awkward Spatial Transitions is a critical exploration of where spatial development processes and rules have gone wrong across many economies. The chapters lay out which mindsets have been responsible for this and gives pointers to new practices that aim to ameliorate the effects of past failings. In the first nine chapters, a mapping of key elements of the prevailing omni-crisis are summarised. These range from an exegesis of the Anthropocene, the rise of populism, the transition to neoliberalist anti-planning, and migration as planning issues with pleas for evolutionary change in spatial policy and process dynamics. Finally, a group of chapters explores the flailing as territorial governances tried to plot the rise of creative cities, 4.0 era industry and services, and in the built form, the role of 'starchitects' in city renewal. In the last part, attention is devoted to territorial innovation, knowledge recombination, sustainable mobility and, finally, green entrepreneurship, as necessary elements of a post-coronavirus, climate change mitigation and sustainable mobility set of survival strategies. The chapters in this book were originally published in the journal European Planning Studies.
