In the last two decades, a concern on how federal forests in the United States are managed has provoked concerns among different stakeholders, including NGOs. The purpose of this thesis is to contribute to the understanding of NGO influence on forest management legislation. Eight aspects were selected and compared in different study cases referring to legislative proposals dealing with forest management in order to define success criteria for a legislative initiative. The study indicates that the following criteria are particularly important to fulfill in order to influence forest management legislation: - The issue to address should be on the political agenda and have high public interest. - Environmental and social aspects should not be at the expense of economic aspects. - The legislative initiative should be prepared in multi-stakeholder processes, including local government and organizations. - The supporters of the initiative should take part in all decision-making processes and advise the Government in aspects related to their areas of expertise. NGOs would likely improve their chances of influencing forest management legislation if they hold a flexible position regarding legislative proposals containing similar or even less strict measures than their own initiatives, look at market oriented schemes as alternatives to legislation, and maintain good relationships with other major stakeholders.

Today, problems such as deforestation, biodiversity loss and illegal logging have provoked various policy responses that are often referred to as forest and nature governance. In its broadest interpretation, governance is about the many ways in which public and private actors from the state, market and/or civil society govern public issues at multiple scales. This book takes a fresh perspective on the study of forest and nature governance. Departing from ‘practice theory’, and building upon scholars like Giddens, Bourdieu, Reckwitz, Schatzki and Callon, it seeks to move beyond established understandings of institutions, actors, and knowledge. In so doing, it not only presents an innovative conceptual and methodological framework for a practice based approach, but also rich case studies and ethnographies. Finally, this book is about how actors involved in governance talk about and work with trees, forests, biodiversity, wildlife, and so on, while acting upon forest policies, environmental discourses, codes of conduct, or scientific insights.

Increasing concern over the environment in the past decade has incited new attempts at policy-making. International organisations and environmental NGOs play substantial roles. When Brazilian President Cardoso signed a decree in January 1996 allowing interested parties more leeway in filing injunctions against the demarcation of indigenous areas, he was attacked on all sides. National and international NGOs and the European Parliament protested, and requested that the World Bank, the European Union and the G7 take measures. As the environmental issues becomes more important in international politics, vested political and economic interests are threatened.
