Si le Maghreb est souvent considéré comme en marge de l’Afrique – bien que le Sahara n’ait jamais été infranchissable – son appartenance à ce continent fantasmé est aujourd’hui largement interrogée. Cet ouvrage questionne l’africanité du Maghreb dans ses multiples expressions. Historiques : à contre-pied des historiographies nationales, une histoire transafricaine révèle un background commun, dont l’Islam peut être l’emblème, ou de larges points de divergences à l’instar de la traite transsaharienne. Anthropologiques : les liens établis entre une appartenance au monde arabo-musulman, les ressources amazighes (berbères) et une marge identitaire imaginée dans l’Afrique subsaharienne. Politiques : les évolutions du panafricanisme, les revendications socio-politiques en Mauritanie. Sociologiques : l’explosion d’une présence africaine, notamment dans le cadre des mobilités et des migrations qualifiées de la Banque Africaine de Développement (BAD) vers la Tunisie. Les textes ici proposés entraînent le lecteur dans le paradoxe de la « question noire » maghrébine entre cosmopolitisme et ségrégation : les actuelles patrimonialisations de « traditions à traits africains » (gnawa, stambeli) ou la mise en spectacle d’une « culture » noire spécifique, l’histoire et la culture partagée avec l’Afrique, les enjeux de l’identité nationale, le traitement politique des « minorités », être de couleur « noire » au Maghreb. Enfin et en filigrane, émerge un questionnement sur le traitement différentiel réservé aux populations noires, laissant place à un débat sur le racisme, au miroir des situations américaines et européennes. Stéphanie Pouessel est anthropologue à l’Institut de Recherche sur le Maghreb Contemporain de Tunis. Elle travaille sur la politisation des « cultures », les enjeux des questions « raciales » au Maghreb, la refonte des identifications culturelles et les revendications linguistiques dans le contexte de la postarabisation. Elle coordonne actuellement un programme collectif de l’IRMC qui réfléchit à un nouveau paradigme des identités culturelles au Maghreb. This timely volume focuses on the period of decolonization and the Cold War as the backdrop to the emergence of new and diverse literary aesthetics that accompanied anti-imperialist commitments and Afro-Asian solidarity. Competing internationalist frameworks produced a flurry of writings that made Asian, African and other world literatures visible to each other for the first time. The book’s essays examine a host of print culture formats (magazines, newspapers, manifestos, conference proceedings, ephemera, etc.) and modes of cultural mediation and transnational exchange that enabled the construction of a variously inflected Third-World culture which played a determining role throughout the Cold War. The essays in this collection focus on locations as diverse as Morocco, Tunisia, South Asia, China, Spain, and Italy, and on texts in Arabic, English, French, Hindi, Italian, and Spanish. In doing so, they highlight the combination of local debates and struggles, and internationalist networks and aspirations that found expression in essays, novels, travelogues, translations, reviews, reportages and other literary forms. Following tirailleurs sénégalais’ deployments in West Africa, Congo, Madagascar, North Africa, Syria-Lebanon, Vietnam, and Algeria from the 1880s to 1962, Militarizing Marriage historicizes how African servicemen advanced conjugal strategies with women at home and abroad. Sarah J. Zimmerman examines the evolution of women’s conjugal relationships with West African colonial soldiers to show how the sexuality, gender, and exploitation of women were fundamental to the violent colonial expansion and the everyday operation of colonial rule in modern French Empire. These conjugal behaviors became military marital traditions that normalized the intimate manifestation of colonial power in social reproduction across the empire. Soldiers’ cross-colonial and interracial households formed at the intersection of race and sexuality outside the colonizer/colonized binary. Militarizing Marriage uses contemporary feminist scholarship on militarism and violence to portray how the subjugation of women was indispensable to military conquest and colonial rule.

In 2011, after the popular uprising overthrew former President Zine el-Abidine Ben Ali, in Tunisia several issues came to the fore: among them, racism targeting “black” individuals. Few black rights associations emerged, and their struggle culminated in the promulgation of a law punishing racist acts and words in October 2019. The step is historical, and stems from Tunisia’s foreseeing policy concerning human and civil rights. In 1846, Tunisia was the first country to abolish slavery and the slave trade in the Ottoman Empire and in the Middle Eastern world. Becoming the ‘Abid addresses the issue of the legacy of slavery in a southern Tunisian governorate, where racism towards “black” individuals is still a painful experience and takes the form of professional, educational, and marital discrimination. Referring to the concept of “structural inequality”, the book goes beyond the simplistic idea that race is only related to phenotype, taking distance from the Western racial concepts, and highlights how processes of racialization are contextual, processual, and changing constructions.

Saharan Crossroads: Exploring Historical, Cultural, and Artistic Linkages between North and West Africa counteracts the traditional scholarly conception of the Sahara Desert as an impenetrable barrier dividing the continent by employing an interdisciplinary lens to examine myriad interconnections between North and West Africa through travel, trade, communication, cultural exchange, and correspondence that have been ongoing for several millennia. Saharan Crossroads offers a unique contribution to existing scholarship on the region by uniting a diverse group of African, European, and American scholars working on various facets of trans-Saharan history, social life, and cultural production, and bringing their work together for the first time. This trilingual volume includes eleven chapters written in English, five chapters in French, and three chapters in Arabic, reflecting the multicultural nature of the Sahara and this international project. Saharan Crossroads explores historical and contemporary connections and exchanges between populations living in and on both sides of the Sahara that have led to the emergence of distinctive cultural and aesthetic expressions. This contact has been fostered by a series of linkages that include the trans-Saharan caravan trade, the spread of Islam, the migration of nomadic pastoralists, and European colonization. The book includes three major sections: (1) history, culture, and identity; (2) trans-Saharan circulation of arts, music, ritual performance, and architecture; and (3) religion, law, language, and writing. While the gaze of international political analysts has turned toward the Sahara to follow problematic developments that pose serious threats to human rights and security in the region, it is especially timely to recall that the people and countries of the Sahelo-Saharan world have maintained long histories of peaceful coexistence, interdependence, and cooperation that are too often overlooked in the present.

Il a magnifié le projet de modernisation autoritaire de Bourguiba. Après avoir connu une relative éclipse durant les vingt-cinq années de dictature de Ben Ali, il fait de nouveau florès depuis le soulèvement populaire de 2011. Il a désormais pour principal référent, non plus le développement, mais la démocratisation. Aujourd’hui comme hier, l’exception tunisienne n’est qu’un mythe. Exception en quoi et par rapport à quoi ? La question, lorsqu’elle est posée, s’en tient à des ensembles improbables : le monde arabe ou les « printemps arabes ». Biaisée, elle contient déjà la réponse, à vrai dire une lapalissade qui découvre un pays arabe pas comme les autres. Le truisme présuppose que ces « autres » constituent une totalité et permettent de discerner une règle générale à laquelle la Tunisie dérogerait. Ce qui précisément ne va pas de soi. Le mythe procède d’abus ou de commodités de langage, qui figent, voire essentialisent, des particularités. Il entretient une méprise sur la spécificité. En tant que telle, la spécificité n’est pas synonyme d’exception, sauf à considérer que tous les cas sont exceptionnels en raison de leur spécificité ou à méconnaître qu’ils sont tous spécifiques. Prendre la Tunisie au sérieux suppose de la démythifier et corrélativement de dissiper les malentendus sur l’espace arabe. Celui-ci ne préjuge pas d’un rapport au politique qui serait typiquement arabe. L’idée d’une espèce politique arabe relève de la chimère, voire de la contrefaçon. La Tunisie constitue certes un cas d’espèce, mais d’une espèce d’enjeux et de problèmes irréductibles à une fantasmatique arabité politique. Il s’agit, en l’occurrence, de l’institutionnalisation, condition nécessaire mais non suffisante de la démocratisation. Ces questions ont inspiré nombre de travaux de Michel Camau. Il réunit ici, en un ouvrage, sept articles, dont deux inédits, rédigés entre 2003 et 2017. Ils constituent autant de jalons thématiques d’une démarche de démythification de l’exception tunisienne. L’auteur table sur leur cohérence intrinsèque, en dépit des changements de contexte, de la diversité des objets et des évolutions de sa propre réflexion. Le dessein de les regrouper relève d’une nouvelle étape de pensée.

En combinant les apports de l’observation sociologique et de la théorie critique, ce livre s’efforce de dépasser les fictions qui suggèrent l’existence d’un « Système » omnipotent, impersonnel et corrupteur, en décortiquant les transformations de l’ordre politique algérien au cours des trois premiers mandats d’Abdelaziz Bouteflika. Rendue à la fois possible et nécessaire par la crise qui a touché le pays à partir de la fin des années 1980, cette mise à jour s’est faite en accord avec des tendances globalisées qu’elle imite ou précède, avec en arrière-fond le spectre d’une catastrophe qui menacerait de replonger le pays dans la guerre civile. Cet ouvrage part du postulat que l’Algérie est confrontée à une crise toujours latente. Le souvenir de la décennie noire (1992-1999) nourrit ainsi l’idée d’une menace existentielle pesant sur le pays, orientant les politiques gouvernementales et les stratégies des acteurs. Cette situation a une dimension objective, puisqu’elle fait écho à une contestation fragmentée mais néanmoins permanente ainsi qu’aux contradictions internes du cartel qui tient l’État algérien. Elle a aussi une dimension subjective dans la mesure où les discours catastrophistes irriguent l’espace public, annonçant un bouleversement sans cesse repoussé. La crise latente est donc devenue une ressource qui justifie les dispositifs sécuritaires, mais aussi les réformes politiques et économiques. Par ailleurs, ce livre étudie aussi la violence symbolique qui accompagne la suspension de la catastrophe. L’incertitude brouille les cartes, questionne le passé et hypothèque l’avenir ; elle touche de plein fouet l’image de la communauté imaginaire, sans invalider totalement l’idéal de sainteté politique sur lequel l’ordre politique algérien a été bâti après 1962. La recherche de sens conduit néanmoins à des discours imputant la responsabilité des problèmes du pays à la population. Les déséquilibres structurels et les choix politiques s’effacent devant l’image d’une société prétendument malade et/ou pré-moderne. Dès lors, le « Système », aussi corrompu et violent qu’il puisse paraître, est naturalisé. Les dirigeants, mais aussi certains de leurs opposants les plus critiques, endossent alors un rôle disciplinaire pour contrôler une masse anarchique et manipulable.
