This book examines what came to determine the local power and character of the Communist party-state at the level of the national non-Russian republics. It discusses how, although the Soviet Union looked centralised and monolithic to outsiders, local party-states formed their own fiefdoms and had very considerable influence over many policies areas within their republics. It argues that local party-states were shaped by two decisive relationships - to the central Communist party in Moscow and to local constituencies, especially to the local intelligentsia and the creative professions who constituted the local party-states’ biggest potential adversaries. It shows how local party-states negotiated stability and their own survival, and contends that the effects of "Sovietisation" continue to be felt in the independent states which succeeded the republics, particularly in the field of the relationship with Moscow, which remains of immense importance to these countries.

The term “nomenklatura’’ means “nomenclature,’’ “a list of positions, arranged in order of seniority, including a description of the duties of each office. Perhaps the major instrument of Communist Party control of contemporary China’s political, economic, social, and cultural institutions is the nomenklatura system. The system consists of lists of leading positions, over which party units exercise the power to make appointments and dismissals; lists of reserves or candidates for these positions; and institutions and processes for making the appropriate personnel changes. China’s nomenklatura system has evolved to suit the needs of party leaders to control the state, develop the economy, and ensure that party policies are carried out throughout society.

Alexey Titarenko created the series of collages and photomontages that became Nomenklatura of Signs from 1986-1991, under the strict Soviet rule. This new publication presents the series in its entirety for the first time. Working in secret, Titarenko conceived the project as a way to translate the visual reality of Soviet life into a language that expressed its absurdity, in a hierarchy of symbols that, together, formed a nomenclature -- or, in Russian, nomenklatura, a term for the system by which government posts were filled in the Soviet Union. Drawing inspiration from the aesthetics of Kazimir Malevich, Aleksandr Rodchenko, and other artists of the early 20th century Russian avant-garde, Titarenko captures an uncanny, darkly comic world in which language is controlled and subverted much like the Newspeak of George Orwell's novel 1984. The book includes an introduction by writer Jean-Jacques Mari and art historian Gabriel Bauret, as well as a critical interpretation of the series by art historian Ksenia Nouril. Living the High Life in Minsk looks at the sources of stability and instability in post-Soviet authoritarian states through the case study of President Lukashenka’s firm hold on power in Belarus. In particular, it seeks to understand the role of energy relations, policies, and discourses in the maintenance of this power. The central empirical question Balmaceda seeks to answer is what has been the role of energy policies in the maintenance of Lukashenka’s power in Belarus? In particular, it analyzes the role of energy policies in the management of Lukashenka’s relationship with three constituencies crucial to his hold on power: Russian actors, the Belarusian nomenklatura, and the Belarusian electorate. In terms of foreign relations, the book focuses on the factors explaining Lukashenka’s ability to project Belarus’ power in its relationship with Russia in such a way as to compensate for its objective high level of dependency, assuring high levels of energy subsidies and rents continuing well beyond the initial worsening of the relationship in c. 2004. In terms of domestic relations, Balmaceda examines Lukashenka’s specific use of those energy rents in such a way as to assure the continuing support of both the Belarusian nomenklatura and the Belarusian electorate.
