This paper explores the implications of nonstandard employment for different types of workers and their change over time. Using data from 1995, 2005 and 2017, we trace the evolving forms of nonstandard employment over the last decade and the associated job quality patterns for workers with different skills, measured by educational attainment levels and content of tasks performed in their occupations. We find evidence that nonstandard employment reduces earnings and weekly work schedule, but does not affect the likelihood of feeling insecure about job continuity for workers in general. However, a closer examination reveals much variation across skill groups along these three job quality dimensions: high-educated nonstandard workers have lower earnings and fewer working hours than their standard employment counterparts over time and nonstandard routine occupation workers tend to feel greater job insecurity. Variations across gender and race/ethnicity are also discussed.

In this paper we provide an overview of the research on nonstandard work with a view to answering the following questions: (i) why do organizations use nonstandard workers, (ii) how has the practice of using nonstandard workers affected human resource management practices in organizations, and (iii) how has the use of nonstandard workers affected the profitability, productivity and sustainability of organizations. We build on previous reviews of nonstandard work arrangements (Ashford, George, & Blatt, 2008; Connolly & Gallagher, 2004; George & Ng, 2010) that focused largely on the individual worker's experience of this practice. Our point of departure from these reviews is that we also focus our attention on the organizational implications of using nonstandard work and nonstandard workers. The international literature on non-standard employment has mostly focussed on its impact on employment, and more recently on working and living conditions. This volume explores these issues with special reference to Italy. Italy is characterized by very low participation rates (particularly women’s), a high degree of fragmentation of labour contracts and a very intense non-standard work diffusion that make this context a particularly interesting case for analysis. New elements of discussion are provided with reference to the interaction of non-standard work, employment probability and living conditions. Interesting insights on the impact of non-standard work on the transition to stable employment and workers’ careers emerge, suggesting a possible failure of companies’ internal systems of work evaluation. The effects on labour productivity and on companies’ performance are analysed. Within this framework, a new perspective on quality of work is suggested.

Nonstandard work arrangements (independent contracting, working for a temporary help agency, contract or on-call work, day labor, self-employment, and regular part-time employment) are growing more common in the United States. In 1995, more than 29 percent of all jobs were in nonstandard work arrangements. A study of these jobs and the characteristics of the workers who hold them was conducted through analysis of the 1995 Current Population Survey. The study found that nonstandard workers are disadvantaged by their work arrangement and the preponderance of low-quality jobs because they are more likely than regular full-time workers to be employed in low-quality jobs. In addition to paying lower wages, all types of nonstandard nobs are much less likely to provide health insurance or a pension than is regular full-time employment, are more likely to be of limited duration, and are poor ways to move to regular full-time employment, at least within a particular firm. More women than men, and both genders in minority groups, are more likely to hold low-quality, nonstandard jobs. The study concluded that public policies are needed to improve job quality and provide greater workplace protection for workers in nonstandard work arrangements. (Contains 21 references.) (KC)

The book analyzes new forms of irregularity emerging within the application of nonstandard working contracts in Italy. An empirical research in the territorial areas of Brescia and Cagliari shows that often nonstandard forms of employment are characterized by "gray areas" very difficult to identify within a clear legal framework. Flexible contractual arrangements, in particular self-employment and labour outsourcing, are often used improperly by employers in order to lower production costs and sometimes disguise full-time subordinated working relations. The ultimate aim of the book is to draw an analytical framework over the flexibility-irregularity relationship in Italy. The theoretical assumption asserting that the increasing use of nonstandard form of employment has always a positive effect on the reduction of undeclared work, which is commonly considered as a phenomenon never intersecting with the formal work regulation, is here criticized. It is claimed, instead, the existence of a mechanism of complementarity between irregularity and flexibility in Italy.
