The present work is an extended version of a manuscript of a course which the author taught at the University of Hamburg during summer 1969. The main purpose has been to give a rigorous foundation of stochastic dynamic programming in a manner which makes the theory easily applicable to many different practical problems. We mention the following features which should serve our purpose. a) The theory is built up for non-stationary models, thus making it possible to treat e.g. dynamic programming under risk, dynamic programming under uncertainty, Markovian models, stationary models, and models with finite horizon from a unified point of view. b) We use that notion of optimality (p-optimality) which seems to be most appropriate for practical purposes. c) Since we restrict ourselves to the foundations, we did not include practical problems and ways to their numerical solution, but we give (cf.section 8) a number of problems which show the diversity of structures accessible to non stationary dynamic programming. The main sources were the papers of Blackwell (65), Strauch (66) and Maitra (68) on stationary models with general state and action spaces and the papers of Dynkin (65), Hinderer (67) and Sirjaev (67) on non-stationary models. A number of results should be new, whereas most theorems constitute extensions (usually from stationary models to non-stationary models) or analogues to known results.

The continuous wavelet transform has deep mathematical roots in the work of Alberto P. Calderon. His seminal paper on complex method of interpolation and intermediate spaces provided the main tool for describing function spaces and their approximation properties. The Calderon identities allow one to give integral representations of many natural operators by using simple pieces of such operators, which are more suited for analysis. These pieces, which are essentially spectral projections, can be chosen in clever ways and have proved to be of tremendous utility in various problems of numerical analysis, multidimensional signal processing, video data compression, and reconstruction of high resolution images and high quality speech. A proliferation of research papers and a couple of books, written in English (there is an earlier book written in French), have emerged on the subject. These books, so far, are written by specialists for specialists, with a heavy mathematical flavor, which is characteristic of the Calderon-Zygmund theory and related research of Duffin-Schaeffer, Daubechies, Grossman, Meyer, Morlet, Chui, and others. Randy Young's monograph is geared more towards practitioners and even non-specialists, who want and, probably, should be cognizant of the exciting proven as well as potential benefits which have either already emerged or are likely to emerge from wavelet theory.

The last two subjects mentioned in the title "Wavelets, Time Frequency Methods and Phase Space" are so well established that they do not need any explanations. The first is related to them, but a short introduction is appropriate since the concept of wavelets emerged fairly recently. Roughly speaking, a wavelet decomposition is an expansion of an arbitrary function into smooth localized contributions labeled by a scale and a position pa rameter. Many of the ideas and techniques related to such expansions have existed for a long time and are widely used in mathematical analysis, theoretical physics and engineering. However, the rate of progress increased significantly when it was realized that these ideas could give rise to straightforward calculational methods applicable to different fields. The interdisciplinary structure (R.C.P. "Ondelettes") of the C.N.R.S. and help from the Societe Nationale Elf-Aquitaine greatly fostered these developments. The conference, the proceedings of which are contained in this volume, was held at the Centre National de Rencontres Mathematiques (C.N.R.M) in Marseille from December 14-18, 1987 and bought together an interdisciplinary mix of par ticipants. We hope that these proceedings will convey to the reader some of the excitement and flavor of the meeting.
