A quiet revolution is taking place in America's forests. Once seen primarily as stands of timber, our woodlands are now prized as a rich source of a wide range of commodities, from wild mushrooms and maple sugar to hundreds of medicinal plants whose uses have only begun to be fully realized. Now as timber harvesting becomes more mechanized and requires less labor, the image of the lumberjack is being replaced by that of the forager. This book provides the first comprehensive examination of nontimber forest products (NTFPs) in the United States, illustrating their diverse importance, describing the people who harvest them, and outlining the steps that are being taken to ensure access to them. As the first extensive national overview of NTFP policy and management specific to the United States, it brings together research from numerous disciplines and analytical perspectives-such as economics, mycology, history, ecology, law, entomology, forestry, geography, and anthropology—in order to provide a cohesive picture of the current and potential role of NTFPs. The contributors review the state of scientific knowledge of NTFPs by offering a survey of commercial and noncommercial products, an overview of uses and users, and discussions of sustainable management issues associated with ecology, cultural traditions, forest policy, and commerce. They examine some of the major social, economic, and biological benefits of NTFPs, while also addressing the potential negative consequences of NTFP harvesting on forest ecosystems and on NTFP species populations. Within this wealth of information are rich accounts of NTFP use drawn from all parts of the American landscape—from the Pacific Northwest to the Caribbean. From honey production to a review of nontimber forest economies still active in the United States—such as the Ojibway "harvest of plants" recounted here—the book takes in the whole breadth of recent NTFP issues, including ecological concerns associated with the expansion of NTFP markets and NTFP tenure issues on federally managed lands. No other volume offers such a comprehensive overview of NTFPs in North America. This study provides an overview of nontimber forest products (NTFP) programs on national forests in the United States. We conducted an email survey in 2003 to obtain data on NTFP management activities on national forests across the country. Program characteristics examined in the study included important NTFPs managed on national forests, presence of NTFP coordinators and law enforcement programs on ranger districts, incorporation of NTFPs into forest planning documents, presence of NTFP inventory and monitoring programs, managers views on barriers to and opportunities for including NTFP harvesters in NTFP inventory and monitoring efforts, and managers perceptions of barriers to expanding commercial NTFP harvesting. The data indicate that the agency is constructing a foundation for scientific NTFP management. The study identifies lack of funding and internal administrative capacity as key barriers to adequate incorporation of NTFPs in Forest Service planning, inventory, and monitoring.

Nontimber forest products (NTFPs) are fundamental to the functioning of healthy forests and play vital roles in the cultures and economies of the people of the United States. However, these plants and fungi used for food, medicine, and other purposes have not been fully incorporated into management, policy, and resource valuation. This report is a forest-sectorwide assessment of the state of the knowledge regarding NTFPs science and management information for U.S. forests and rangelands (and hereafter referred to as the NTFP assessment). The NTFP assessment serves as a baseline science synthesis and provides information for managing nontimber forest resources in the United States. In addition, this NTFP assessment provides information for national-level reporting on natural capital and the ecosystem services NTFPs provide. The report also provides technical input to the 2017 National Climate Assessment (NCA) under development by the U.S. Global Change Research Program (USGCRP).

Many products are harvested from the forests of the United States in addition to timber. These non-timber forest products (NTFPs) are plants, parts of plants, or fungi that are harvested from within and on the edges of natural, disturbed or managed forests. Often, NTFPs are harvested from public forests for the socio-economic benefit they provide to rural collectors. Social science and market research methods were used to examine the extent that NTFPs are addressed in national forest management plans, identify and explore issues that affect their management, and determine the attitudes and perceptions of forest managers at various levels within the U.S. Forest Service. Non-timber forest products have not been considered in national forest management plans to the extent that have other forest resources. Fewer that 25 percent of the current management plans for the national forests of eastern United States address NTFPs. However, the Forest Service Directive System provides sufficient policy and procedural direction at the national and regional level for the management for NTFPs and legislation enacted in 2000 directs the Forest Service to develop a pilot program to beginning managing for these products. Managers with expertise and education in botany, wildlife, recreation, and wilderness had significantly more positive attitude toward managing for NTFPs than did managers with a more traditional (timber-based) educational background. A regression model of intention to include NTFPs in the forest management plans was developed using data from forest managers and based on the Theory of Reasoned Action. Both attitude and perception were found to be significant determinants of behavior intention.
