These guidelines have been prepared by the International Labour Office in order to assist employers and national organisations with practical advice on implementing and improving occupational safety and health (OSH) management systems, in order to reduce work-related injuries, occupational ill health and diseases and unsafe working conditions. En el pasado las empresas han utilizado modelos de gestión como el Control Total de Perdidas o el modelo DuPont para gestionar la seguridad en el trabajo. Sin embargo a partir del éxito de las normas ISO 9000, las empresas empezaron a demandar modelos de carácter internacional, fácilmente integrables con ésta. Al no desarrollarse una norma ISO 18000, han proliferado normas y modelos para todo el mundo (UNE 81900-EX, Guía BS 8800, AS/NZS 4804, VPP, Directrices de la UE, JISHA, etc.).
