Il tema dell'accertamento fiscale è questione complicata, che abbraccia praticamente quasi tutte le vicende del diritto tributario. Occorre considerare che il procedimento di accertamento del tributo si sostanzia in una pluralità di fasi, la prima delle quali è rappresentata dalla presentazione della dichiarazione (quando l'obbligo viene assolto) da parte del contribuente. Vi è poi l'attività cosiddetta "istruttoria" dell'Amministrazione finanziaria, alla quale segue (può seguire) l'atto di rettifica vero e proprio, con tutte le conseguenze sul piano sanzionatorio e della riscossione. La suddetta complessità della tematica è acuita dal fatto che nell'ordinamento tributario italiano vi sono migliaia di disposizioni, contenute in diversi provvedimenti, che mancano di un coordinamento sistematico. Norme, peraltro, che spesso vengono stravolte a livello interpretativo dalla prassi amministrativa, così come, sempre più frequentemente, oggi, vengono applicate in modo disomogeneo dalla giurisprudenza. In questo intricato contesto, il presente Manuale si propone di fornire un quadro interpretativo il più possibile aderente alle molteplici norme di legge in tema di accertamento, ponendosi, anche per l'autorevolezza dei suoi autori, come punto di riferimento sulla materia. In quest'ottica vanno, ad esempio, gli scritti sulle indagini finanziarie, sul contraddittorio preventivo, sull'onere della prova, sulla controversa presunzione giurisprudenziale delle società a ristretta base partecipativa, sull'abuso del diritto, su taluni aspetti sanzionatori e della riscossione.

Recently, technology and aging have been key research areas in human cognition. The Research Topic “Digital Skills and Life-long Learning: Digital Learning as a New Insight of Enhanced Learning by the Innovative Approach Joining Technology and Cognition” investigated technology's impact on cognitive and intellective processes, highlighting how intensively technology can change and/or enhance the cognitive functioning throughout one’s lifespan. The aim of this Research Topic was to provide an outlook through multidisciplinary research and development while addressing the dynamic intersection of cognition, mind, and technology. Our scope was 1) to favor the cognitive technology debate, 2) to overcome the dichotomies of technology and psychology, 3) to emphasize the advances in knowledge and well-being. This Research Topic comprises review studies and original articles, focused on digital skills that enhance human potential. Transversal approaches and cross-sectorial analysis were encouraged, leading to investigation areas related to cognitive and mental processing—in educational, rehabilitation, clinical settings—across aging. Articles of high relevance to the Research Topic were submitted on the subjects of a) research in human performance and human factors, b) new research and technologies addressing the needs of a growing populace, and c) cognitive aging and cognitive rehabilitation research.
