Northeast Asia, where the interests of three major nuclear powers and the world's two largest economies converge around the unstable pivot of the Korean peninsula, is a region rife with political-economic paradox. It ranks today among the most dangerous areas on earth, plagued by security problems of global importance, including nuclear and missile proliferation. Yet, despite its insecurity, the region has continued to be the most rapidly growing on earth for over five decades—and it is emerging as an identifiable economic, political, and strategic region in its own right. As the locus of both economic growth and political-military uncertainty in Asia has moved further to the Northeast, a need has developed for a book that focuses analytically on prospects for Northeast Asian cooperation within the context of both Asia and the Asia-Pacific regional relationship. This book does exactly that, while also offering a more general theory for Asian institution building.

Can regional mechanisms better institutionalize the increasing complexity of economic and security ties among the countries in Northeast Asia? As the international state system undergoes dramatic changes in both security and economic relations in the wake of the end of the Cold War, the Asian financial crisis, and the attack of 9/11, this question is now at the forefront of the minds of both academics and policymakers. Still, little research has been done to integrate the analysis of security and economic analysis of changes in the region within a broader context that will give us theoretically-informed policy insights. Against this backdrop, this book investigates the origins and evolution of Northeast Asia's new institutional architecture in trade, finance, and security from both a theoretical and empirical perspective.

Since World War II, the United States has played a crucial role in shaping Northeast Asian politics and economics. However, as this authoritative book shows, the Cold War's demise, September 11, and America's major strategic realignments have unleashed seismic changes in the region. China's rise, Japan's quest for a normal state, and the North Korean nuclear quagmire are also potential flashpoints. Collective memories of past aggression as well as resurgent nationalism further complicate regional dynamics. But hopeful signs abound, as deepening economic interdependence, expanding social and cultural exchanges, and the proliferation of informal economic, social, and cultural networks have improved the chances for a peaceful evolution to a liberal and stable region. Contributions by: Vinod K. Aggarwal, Paul Bacon, Avery Goldstein, G. John Ikenberry, Takashi Inoguchi, Ki-Jung Kim, Myongsob Kim, Woosang Kim, Yongho Kim, Min Gyo Koo, Michael Mastanduno, Chung-in Moon, Katharine H. S. Moon, Seung-won Suh, and William C. Wohlforth

Examining the prospects for building a regional community in Northeast Asia, this book considers the foreign policies of the individual states as well as the impact of domestic politics on the regionalist agenda. It outlines the emerging Northeast Asian community and the domestic requisites for its evolution and realization, and puts it in context by comparing the emerging community with Southeast Asia. The book investigates the attitudes of the key powers, including China, Japan, South Korea, North Korea, Russia and the US, towards the ideal of greater regional cooperation, with particular emphasis on the implications of domestic factors in each country for regional dynamics. It explores the North Korean nuclear crisis, the continuing tensions over the Taiwan Straits, the impact of Sino-Japanese rivalry, the shift in stance of South Korea towards North Korea since 2001 and its implications for its relationship with the US, and Putin’s attempts to strengthen Russian influence in the region. It concludes by identifying the foremost dangers that risk obstructing greater regional cooperation, particularly the China-Japan rivalry, nationalist sentiments, territorial disputes and energy competition.

The dynamics of Northeast Asia have traditionally been considered primarily in military and hard security terms, however relations among the states of Northeast Asia are far more comprehensible when the interactions between economics and security are considered simultaneously. This book examines the conditions under which economics and security interact with each other in mutually shaping ways, and these interactions pose key empirical questions, the answers to which have important lessons for international relations more broadly beyond Northeast Asia.

The problem of memory in China, Japan and Korea involves a surfeit rather than a deficit of memory, and the consequence of this excess is negative: unforgettable traumas prevent nations from coming to terms with the problems of the present. These compelling essays enrich Western scholarship by applying to it insights derived from Asian settings.

The share of global CO2 emissions from the core Northeast Asian (NEA) countries in 2015 was estimated to be as high as 33.63 percent. Representing 28.21, 3.67, and 1.75 percent of total global emissions, China, Japan, and South Korea were ranked the first, fifth, and seventh largest contributors, respectively. Some parts of China, the Republic of Mongolia, the Russian Far East, and Southeast Asia have long been on serious alert due to accelerated deforestation. With their rapid population growth and economic development, the core countries of Northeast Asia are responsible both directly and indirectly for numerous environmental problems. Urgent individual and collective action is required from the region’s governments. Against the backdrop of debate on how to understand Northeast Asia as a "region," Park focuses on the major regional economies of China, Japan, and South Korea, along with Russia, North Korea, and the Republic of Mongolia, due to both their geopolitical proximity and their significance to the region. The author attempts to answer the questions: "How far has regional environmental cooperation progressed in Northeast Asia?"; and "Why are Northeast Asian countries reluctant to cooperate further on urgent transboundary and regional environmental issues?"
