In September 1951, Japan signed a peace treaty with forty-eight countries in San Francisco; in April 1952, the treaty came into effect. The San Francisco Peace Treaty is an international agreement that in significant ways shaped the post–World War II international order in the Asia-Pacific. With its associated security arrangements, it laid the foundation for the regional structure of Cold War confrontation: the "San Francisco System" fully reflected the strategic interests and policy priorities of the peace conference’s host nation, the United States. The treaty fell far short of settling outstanding issues in the wake of the Pacific War or facilitating a clean start for the "post-war" period. Rather, critical aspects of the settlement were left equivocal, and continue to have significant and worrisome implications for regional international relations. This book examines the key developments of the contentious political and security issues in the Asia-Pacific that share a common foundation in the post-war disposition of Japan, particularly the San Francisco Peace Treaty. These include both tangible and intangible issues, such as disputes over territories and "history" problems. Taking the San Francisco System as its conceptual grounding, the authors examine how these issues developed and have remained contentious long after the San Francisco arrangements. To provide bases for producing solutions, the chapters offer comprehensive accounts that explain and deepen our understanding of these complex regional issues and the San Francisco System as a whole. The territorial dispute between Japan and Russia over four islands off the northeast coast of Hokkaidō has been an enduring obstacle to closer relations between the two powers and therefore an important determinant of geopolitics in North-East Asia. Having emerged at the end of World War II, this conflict has now existed for more than seven decades. And yet, despite the passage of so much time, within Japan there remains a resilience of belief that the islands will eventually be returned. This book provides a comprehensive analysis of Japan’s prospects of ever recovering these "Northern Territories". Offering an in-depth account of why the Japanese side believe they still have a chance of securing the return of the four islands, it also provides an objective and methodical evaluation of the prospects of these expectations being realised. The key finding is that Japanese policymakers and scholars have consistently overestimated the extent of Japan’s leverage with regard to Russia, and that there is, in fact, already no possibility whatsoever of sovereignty over the four islands being restored to Japan. This has major implications for Japanese decision makers who must balance their principled commitment not to compromise on territorial issues with more pragmatic considerations of energy security and how to contain the rise of Chinese regional power. Presenting a unique analysis and a strikingly different perspective on this territorial dispute, the findings of this book are of considerable importance for international relations within the Asia-Pacific region. Why is it that we so readily accept the boundary lines drawn around nations or around regions like ‘Asia’ as though they were natural and self-evident, when in fact they are so mutable and often so very arbitrary? In recent decades, East Asia has become increasingly interconnected through trade, investment, migration, and popular culture at regional and global levels. At the same time, the region has seen renewed national assertiveness and nationalist impulses. The book interrogates these seemingly contradictory developments as they bear on the transformations of the nation and citizenship in East Asia. Conventionally, studies on East Asia juxtapose these developments, focusing on the much-exercised dichotomy of the national and transnational. In contrast, this book suggests a different orientation. First, it moves beyond the simplistic view that demarcates the transnational as "the West". Second, it does not view the national and transnational as distinct or contradictory spheres of influence and analysis, but rather, focuses on the interactions between the two, with a view on how these interactions work to transform the ideals and practices of the "good nation", "good society", and "good citizen". The chapters cover a broad range of empirical research--education, science, immigration, multicultural policy, human rights, gender and youth orientations, art and food flows, politics of values and regional identity--which highlight the ways in which the nation is reconfigured, and the relationship between the citizen and (national) collective is redefined, in relation to transnational dynamics and frameworks. Media across the Asia-Pacific region are at once social, locative and mobile. Social in that these media facilitate public and interpersonal interaction, locative in that this social communication is geographically placed, and mobile in so much as the media is ever-present. The Asia–Pacific region has been pivotal in the production, shaping and consumption of personal new media technologies and through social and mobile media we can see emerging certain types of personal politics that are inflected by the local. The six case studies that inform this book—Seoul, Tokyo, Shanghai, Manila, Singapore and Melbourne—offer a range of economic, socio-cultural, and linguistic differences, enabling the authors to provide new insights into specific issues pertaining to mobile media in each city.
