Excerpt from Notes on Hydrology and the Application of Its Laws to the Problems of Hydraulic Engineering These notes are intended to form the basis for an introductory study of the fundamental phenomena of Hydrology, on which the applied science of Hydraulic Engineering should be based. The volume of literature covering many of the various branches of this subject is very great. Unfortunately, however, there is no single treatise which discusses the entire subject, and which can be utilized as a text-book or reference book, to which the student may turn when investigating the various branches of this science. The lack of such a work is the reason for the preparation of these notes, which are intended to be used in connection with various publications to which references are given. From the nature of this subject, it is almost needless to state that very little new or original matter is included in these notes. The principles and laws of Hydrology must, of necessity, be based almost entirely on extended and long-continued observations, consequently the writer has utilized the observations available from a great many sources, and for long periods of time. As far as possible, the sources of the various data, cuts, formula, etc., have been acknowledged, some of the tables have been photographed from other publications, in order to facilitate the publication of these notes (which have been prepared between June and September), hence the typographical work and illustrations are not entirely homogeneous, but the desirable data rather than the typographical method of its presentation has been the main object of this edition. Excerpt from Handbook of Hydraulics: For the Solution of Hydraulic Problems Many thousands of experiments on flowing water have been performed during the last two centuries, the results of which form the basis of our present science of hydraulics. These experiments present many incongruities and as they do not cover the range of conditions required in practice, it is difficult to devise from them accurate working rules and formulas. The hydraulic engineer is therefore confronted with the task of making what appears to be the most reasonable application of the available data to each problem that he encounters. A great number of empirical formulas have been devised, which provide an indirect method of transferring experimental results to practical problems. In using such formulas, however, the engineer should not lose sight of the fact that results obtained by them will be subject to errors corresponding to the discrepancies in the experiments on which the formulas are based. The active interest in experimental research during recent years has been productive of such a rapidly increasing number of hydraulic formulas that engineers generally are not in a position to make critical comparisons and select those that possess the greatest merit. The result has been a tendency to cling to the old and accepted formulas. The author believes that unless the newer formulas have apparent advantages over the old, the latter are preferable inasmuch as their peculiari ties are known and it is easier to select coefficients for them. Each citizen of a densely populated municipality must of necessity be personally interested in either its physiological or its financial bearing, or in both. Each closely settled town and city must give the subject earnest consideration early in its existence. At the close of the year 1875, fifty of the chief cities of the American Union had provided themselves with public water supplies at an aggregate cost of not less than ninety-five million dollars, and two hundred and fifty lesser cities and towns were also provided with liberal public water supplies at an aggregate cost of not less than fifty-five million dollars. The amount of capital annually invested in newly inaugurated water-works is already a large sum, and is increasing, yet the entire American literature relating to water-supply engineering exists, as yet, almost wholly in reports upon individual works, usually in pamphlet form, and accessible each to but comparatively few of those especially interested in the subject.
