Dans l'évolution actuelle du monde, l'ouverture des frontières, la mondialisation des échanges - parallèlement à la constitution de vastes espaces régionaux, en Europe, en Amérique, en Asie - posent de redoutables problèmes. À l'étude de quelques-uns d'entre eux, a été consacrée la quatrième Journée François Perroux. J. Lesoume aborde la question nouvelle de l'ouverture des échanges au niveau mondial, et de ses conséquences sur la réflexion théorique et les décisions politiques. MM. Destanne de Bernis et Messerlin, ainsi que MM. Barre et Frank, du GATT, présentent quelques commentaires concernant – notamment - la nécessité, dans ce contexte d'ouverture, de coordonner les politiques économiques et monétaires (P. Messerlin), qui doivent tenir compte de l'incertitude, qui accompagne leur mise en œuvre, ainsi que du rôle du temps, qui en modifie constamment les données (G. Destanne de Bernis) ; à l'intérieur même du processus de mondialisation, un phénomène de régionalisation autour de grands espaces organisés, se développe en Europe, en Amérique, en Asie, dont il importe de tenir compte dans les politiques concrètes (G. Destanne de Bernis). Les tensions qui se manifestent entre mondialisation et régionalisation, peuvent être porteuses de progrès, mais imposent à chaque pays, et donc à la France, des stratégies d'adaptation (R. Barre). Le professeur D. Dufourt, dans son exposé « De la politique commerciale stratégique au commerce organisé », analyse les effets de la mondialisation des échanges sur la répartition des revenus, à l'échelle mondiale comme à l'échelle nationale. Pour lui, le problème fondamental de l'institution d'un régime commercial international, et donc de la future « Organisation mondiale du commerce » (OMC), c'est de savoir de quelle façon on va prendre en compte - ou non - les effets du commerce sur la répartition des richesses. Aujourd'hui, il y a une crise de confiance généralisée dans l'efficacité du libre-échange à réaliser une répartition relativement équitable des revenus. Les États mettent en place des stratégies commerciales, qui incluent cette question. D. Dufourt analyse la portée de ces stratégies et leurs limites. Il évoque quelques-unes des voies nouvelles qui mériteraient d'être explorées. A. Frank, du GATT, rappelle les objectifs de cette organisation et les avantages d'un commerce multilatéral ouvert, assorti de règles du jeu suffisamment contraignantes pour assurer une certaine égalité des chances entre les partenaires. Le débat qui suit, porte sur les interactions entre libre-échange, crise économique, et conflits d'intérêts. G. Blardone relève une double contradiction - théorique et pratique - dans le discours libre-échangiste. Sur le plan théorique, on s'efforce d'expliquer - par une théorie simpliste et « caricaturale » - une réalité, que l'on décrit comme complexe. Sur le plan pratique, malgré cette complexité, on propose un remède magique, l'ouverture généralisée des frontières, assortie de quelques règles de bonne conduite sans sanction. Pour dépasser cette double contradiction, il suggère d'approfondir - en théorie et en pratique - la proposition de F. Perroux, de création de « zones d'échanges organisés », conciliant liberté et régulation d'une part, respect de l'originalité des partenaires d'autre part. En guise de conclusion, G. Destanne de Bernis, président de l'ISMEA, souhaite que théoriciens et praticiens s'efforcent - pour surmonter les incertitudes actuelles - « d'échapper aux réponses trop simples à des questions complexes », aussi bien en ce qui concerne les échanges mondiaux et la déréglementation des marchés, que le financement du développement, le choix des critères pour les futures négociations internationales, etc.

This prospective paper is about 'after the triumph', a short-hand for a much larger and more powerful idea, namely, the return, reconstitution and redeployment of the public domain in a post-Seattle and post-Washington consensus world order (Williamson 1990, 1999). The emergence of the global economy with its predilection for market fundamentals, tough zero-inflation bench-marking, an unstoppable political dynamic of one worldism and silence on the need for an expansive notion of the public sphere is unquestionably the watershed event of our times. The meta-narrative of globalization has no rivals as the last grand political discourse of the twentieth century and if we understand anything about the endless capacity of the globalization narrative to reinvent itself in a new guise when conditions demand it, today is one of those defining moments. A new kind of state is emerging with its own particular institutions, practices and innovative forms as theorized by Held (1995) and Castells (1996). Yet after the battle in Seattle and the 2008 global financial crisis, the future prospects of 'market fundamentalism' are increasingly troubled. A turning point has been reached in the debate over the rising costs and elusive benefits of globalization. The contemporary rebundling of identity and territory makes available policy space for the re-entry of the public domain. If there are to be clear sites of national authority and a stable international community, the re-emergence of the public domain, in which consensus, co-operation and public discourse figure predominately, has a compelling, if neglected, role to play as one of the co-ordinates that will rebundle 'identity and territory' in Ruggie's evocative words. With material and institutional dimensions that are large and complex with overlapping aspects, the public domain should not be used interchangeably with the public sector, with which it is often confused. Nor should it be limited to the provision of public goods, a staple of modern economic liberalism. In the primary sense of the term, the public domain is about the resources carved out from the market that empower and transform both the state and non-state actors.
