Depuis le début des années 90, la situation politique des pays d'Afrique orientale (Kenya, Ouganda, Tanzanie) s'est transformée. Ces changements, occasionnant un accroissement sensible des libertés, n'ont pourtant pas abouti à une modification des systèmes de pouvoir : dans ces trois pays les mêmes forces politiques ; voire les mêmes hommes, continuent de diriger l'Etat. Pour comprendre cette évolution paradoxale, l'histoire récente du Kenya de l'Ouganda et de la Tanzanie est ici réexaminée et précisée par des enquêtes de terrain portant sur les situations concrètes où se nouent les relations entre les gouvernants et les citoyens. Au fil d'études sur les fêtes nationales, les réunions politiques, les consultations populaires, la presse, l'humour et les chansons, on voit apparaître un vocabulaire politique neuf et s'esquisser un remodelage des représentations du pouvoir indiquant que, si les cultures politiques formées depuis l'indépendance sont encore prégnantes, elles commencent à intégrer des éléments originaux, notamment en ce qui concerne les compétitions électorales. L'exemple de l'Afrique orientale vient étoffer le débat sur les " transitions démocratiques " qui sont en cours ailleurs, en Afrique ou hors d'Afrique, et nourrir la discussion sur la notion même de démocratie. Il montre que, si partout l'aspiration à la liberté et aux mieux-être conduit les citoyens à examiner d'un point de vue critique les " performances " de ceux qui les dirigent, ou aspirent à le faire, la traduction politique de leurs exigences et de leurs jugements peut, parce qu'elle recourt à des imaginaires résultant d'histoires particulières, s'exprimer de manières extrêmement diverses.

This book uses empirical research to bring together a broad range of protest contexts in twelve chapters. From the formation of Maroon societies in the early colonial period, to female mobilisation in authoritarian contexts, via urban youth culture, women or mineworkers in trade unionism, as well as pro- and anti- gay rights activists, the protagonists here all insist upon their rights to protest in a variety of ways. Sometimes popular protest is expressed through religion, often (and sometimes violently) by young people, exasperated by their long wait for social achievement. Electoral wars and the formation of militias reveal a geography of violence in urban areas, which, in some sectarian excesses, can be displaced to rural areas, as described in the study on Boko Haram. De la formation de communautés marronnes au début de la colonisation, aux mobilisations féminines en contexte autoritaire, en passant par les cultures urbaines, les cultures syndicales des femmes et des travailleurs dans les mines, les contestations pro ou contre la liberté des homosexuels, tous font prévaloir leur pouvoir de contestation de manière plurielle. La voie religieuse est un domaine où s’exerce parfois de manière violente, les protestations de populations souvent jeunes, en attente de mobilité sociale. Les guerres électorales et la constitution de milices dessinent une géographie de la violence en milieu urbain, violence qui trouve à se déplacer en milieu rural dans certaines dérives sectaires comme en témoigne l’étude sur Boko Haram. Kenya, Uganda and Tanzania have minorities from the Indian sub-continent amongst their population. They play a leading social and economic role as they work in business, manufacturing and the service industry, and make up a large proportion of the liberal professions. They are divided into multiple socio-religious communities, but united in a mutual feeling of meta-cultural identity. This book aims at painting a broad picture of the communities of Indian origin in East Africa, striving to include changes that have occurred since the end of the 1980s. The different contributions explore questions of race and citizenship, national loyalties and cosmopolitan identities, local attachment and transnational networks.
